JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION DEPARTMENT OF VETERANS AFFAIRS MEDICAL CENTER NEBRASKA-WESTERN IOWA HEALTH CARE SYSTEM DATE: June 21, 2010 PROJECT TITLE: Construct Telemetry Office - Omaha VAMC SOLICITATION: VA-263-10-RP-0264 CONTRACTOR: Midwest Construction, Inc. 8719 135th Street - Ste 100 Omaha, NE 68138 GOVERNMENT ESTIMATE: $47,600.00 PROJECT DESCRIPTION: The Department of Veterans Affairs Medical Center, Omaha, NE, requires the creation of a space for a Telemetry monitoring station by dividing room 2543B in half and installing a new door, communications, lighting, and HVAC. AUTHORITY FOR SOLE SOURCE JUSTIFICATION: FAR 6.302-5(b)(6), Authorized or required by statute. JUSTIFICATION 38 U.S.C. 8127 provides authority to the Department of Veterans Affairs to engage in sole source acquisitions with Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB). Per FAR 5.202(a)(4), a synopsis is not required. Midwest Contracting, Inc. is listed online at vetbiz.gov; no additional market research was conducted. Midwest Contracting, Inc. is an experienced healthcare facility construction contractor with the experience, equipment, and personnel and stable of subcontractors to satisfactorily accomplish this project in a timely and cost effective manner. APPROVAL This procurement action is necessary and I certify that this justification is accurate and complete to the best of my knowledge and belief.
