- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source service contract to Wilson & Co.. for the to the Construction Phase Services to Pecos Wastewater Treatment Facility Phase 2 Improvements, San Miguel County, New Mexico. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based upon the fact that Wilson & Co. is the engineer on record for this project. The construction management phase cannot take place without their full involvement in this project. The Contractor for this project shall review and check all furnished shop drawings, materials, equipment, and samples submitted by the construction contractor in accordance with the contract documents, and shall approve or reject such items, in accordance with the determination of their strict conformance to the contract plans and specifications. The Contractor shall be responsible for responding to screened legitimate construction contractor Requests for Information (RFIs) during the construction period at no additional cost to the Government. The Contractor shall perform weekly on-site Discipline Specific Quality Assurance Inspections to assure that construction methods, techniques, materials, and equipment conform to the requirements of the construction plans and specifications, their referenced guide specifications, and generally accepted construction standards.
