Description

DESCRIPTION(s): THIS CONTRACT ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA). The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) of 2009; interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful offeror. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a Solicitation numbered AG-82B1-S-10-0419 on or about July 6, 2010 for the Morris Creek Deep Fill Culverts Project. If the solicitation is released, it will be released through this FedBizOpps website. All future information about this Acquisition will be distributed solely through this website. This notice meets the requirements of FAR 5.201; however, the Forest Service reserves the right not to release a solicitation. The services required are for furnishing all labor, equipment, supervision, transportation, operating supplies, and all incidentals necessary for the installation of six-(6) deep fill site along Morris Creek road. Work will include soil erosion and pollution control, survey and staking, clearing and grubbing, removing and disposing of log culverts, excavation, borrow excavation, embankment construction, hauling, furnishing of corrugated steel pipe culverts, furnishing and placing Geotextile, furnishing and placing crushed aggregate, furnishing and placing riprap, hydraulic seeding, and equipment rental of an excavator and dump truck. The work will include the precise details of performing the work are not stipulated except as considered essential for the successful completion of the work. The quality control of all work performed to provide the end product is the Offeror’s responsibility. PROJECT LOCATION: The site is located at Palouse Ranger District, Clearwater County. From the end of Idaho State Hwy 8 in the town of Elk River, turn left onto road #382 and proceed north for 5.2 miles to the Intersection with Morris Creek Road #1969. Turn left onto road #1969, then proceed 1.16 miles on road #1969 to the first site. 46° 50’ 44” N 116° 11’ 57.12”W. PRE-BID/SITE VISIT: The desired pre-bid meeting is scheduled on July 14, 2010. Time: 0900; place: at the junction of Forest Roads #382 & 1969, 46°51’ 36.2” N, 116° 11’ 12.16” W. Any questions may be directed to Mr. Dave Brady (COR) at (208) 875-1730. GOVERNMENT COST ESTIMATE: The project cost estimate is between $500,000 and $1,000,000 dollars. Performance and payment bonds will be required per the Miller Act and Davis Bacon wage rates will apply. All responsible sources may submit an offer which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
