- THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) of 2009; interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bidder. If the solicitation is released, it will be released through this FedBizOpps website, and prospective bidders should visit this FedBizOpps website from time to time on or after 17 May 2010 to obtain a copy of the solicitation. All future information about this acquisition will be distributed solely through this website. This notice meets the requirements of FAR 5.201; however, the Forest Service reserves the right not to release a solicitation. RECOVERY—FISH CREEK LOOP SURFACING PROJECT, NEZ National Forest, Idaho. The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-82B1-S-10-0356 on or about June 22, 2010, for the Fish Creek Loop Surfacing Project. The project will consist of road reconditioning and aggregate placement on up to 10.53 miles of Forest Roads 4600 (High Camp Road) and 2000 (Square Cabin Road). The project begins at the junction of Forest Road 4600 (MP 0.00) and Forest Road 221 (MP 6.8) and continues 3.8 miles down Forest Road 4600 to the junction with Forest Road 2000. The project continues 6.73 miles on Forest Road 2000 and ends at the junction of Forest Road 2000 (MP 0.00) and Forest Road 221 (MP 7.0). (b) Project location: This project is located approximately 6.8 miles south of Grangeville on Road 221. The project start is at the intersection of Forest Road 4600. There is no pre-bid/pre-conference scheduled for this effort. Questions regarding the project may be directed to Joseph Bonn, Clearwater Ranger District, NEZ National Forest, 208-983-1950 Estimated Price Range – $100,000 to $250,000 The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. All responsible Certifiecd HUBZone Small Business sources may submit a bid which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
