- The Center for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NEIPC), intends to award a sole source contract to AAA Foundation for Traffic Safety, 607 14th ST NW Suite 200, Washington, DC 20005-2000. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541690, Other Scientific and Technical Consulting Services. The period of performance for this procurement is 12 months after receipt of purchase order. The purpose of this acquisition is for AAA Foundation for Traffic Safety is to implement Phase III of the evaluation of driver education curriculum in Manitoba, Canada. AAA Foundation for Traffic Safety is the only organization that is capable of meeting the Government's requirement because they are the only contractor with the specialized skills, and expertise to satisfactory peform the work. AAAFTS undertook the Evaluation of Beginner Driver Education in 2007. They have already conducted a formative evaluation to assess the technical, financial and organization feasibility of implementing a multi-site evaluation of beginner driver education. AAAFTS completed Phase One of this evaluation, recruiting the study sites and developing evaluation criteria and tools. Validation studies, analysis and final revision to the evaluation tools were completed in Phase Two. The AAFTS owns the tools and formative evaluation results of Phase One and Phase Two. A contractor must have access to the baseline data in order to continue and conduct Phase Three analysis. AAAFTS has also conducted comprehensive and aggressive outreach to the driver education community in the U.S. and Canada and has continued to maintain the enthusiastic support and agreement of the proposed sites. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to the AAA Foundation for Traffic Safety. This is the final notice of Award. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
