- RFQ STATEMENT OF WORK Protected Species Workshop - Kiosk Version BACKGROUND The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Regional Office, Sustainable Fisheries Division (SFD) administers protected species workshops (PSW) for owners and captains of western Pacific pelagic longline vessels. The workshops are mandatory, and a valid workshop certificate is necessary for an owner to renew a longline fishing permit. The workshop training includes protected species identification, handling and release techniques, and updates on regulatory requirements. The workshop is required annually, and each year about 200 fishermen and vessel owners are trained in Hawaii, and 100 are trained in American Samoa. Staff from SFD conducts the workshops. Online training is offered as an alternative to classroom training sessions. The existing online courseware covers the same topics as the classroom sessions. Online learners are tested, and after successful completion of the course modules and tests, they are issued a PSW certificate. The online system also houses a database for administrative and tracking purposes. The online course contains approximately 140 screens, plus the test section. The average learner takes from two to four (2 to 4) seat-hours to complete the course. The course is Adobe Flash-based SCORM 2004 compliant. NEED FOR WORK AND CONTRACTOR'S CAPABILITY SFD requires the services of a Contractor to convert the existing Flash online courseware into a stand-alone, or "kiosk," mode to provide users a way of receiving training without a web connection. To achieve this task, the Contractor must have knowledge, expertise, and experience to produce a kiosk version of the existing courseware that used online. PROJECT TASKS, DELIVERABLES, AND MONITORING The kiosk version will be based on the final approved master of the current PSW courseware. No changes to text, graphics, concept, format, or structure are within the scope of this Statement of Work. The navigation and sequencing standards and functionality will remain the same as those of the existing courseware. The Contractor will produce deliverables, services, and products related to the creating the kiosk version of the courseware by modifying the existing online courseware according to the standards outlined below. The Contractor will also identify any significant operational and management risks of kiosk mode distribution. The kiosk version of the PSW will store each learner's logon, progress, performance, and tracking information using Adobe Flash Shared Objects. The courseware will allow a learner to print a Certificate of Completion after passing the end-of-course final test. The following course functions are required: • Logon screen o Design, create, and apply user interface assets for logon screen o Review and make changes to logon screen UI o Implement logon logic into existing codebase o Form validation programming for logon screen o Test Flash Shared Object code for logon data persistence/storage • Course (Sharable Content Object (SCO)) menu o Create UI assets for SCO menu o Review and make changes to SCO menu UI o Implement SCO Menu into existing codebase o Parse imsmanifest.xml to build a menu of the SCOs o Alter logic to pass SCO-ID from SCO menu to launch appropriate content within framework • Miscellaneous and Quality Assurance o Design and implement replay animation functionality for branches, design standard button, programming, and testing o Update code to append unique username value to SCO level Flash shared object names o General testing and quality assurance for stand-alone implementation o Test Flash Shared Object code for SCO/topic completion, favorites, data for reentering topics where learner exited The kiosk courseware will run from a fully stand-alone Windows application and will provide the following functionality: • A "readme.txt" file that explains how to install and run the courseware. • A Windows installer that copies courseware files to a local workstation. • A kiosk mode version that can run directly from the CD/DVD without installing the files to a local workstation. To run from the CD/DVD directly, learners will need to manually close the installer and launch the courseware. Instructions will be contained in a readme.txt file. • Procedures for logon, resetting password, and returning to bookmarks. A zipped archive with a single self-running installer package will provide an uninstaller option with the Windows "Add or Remove Programs" function, and a Start Menu link to launch the courseware from the Windows Start Menu. The installer will also need to place a file in the security folder in order for Flash to be able to write data to Flash Shared Objects and enable communication between Javascript and Flash. After installing and launching the courseware application, learners will be required to log on using a provided unique logon identifier and password. The unique identifier will prevent two learners with the same name from affecting the others' progress and data that are stored on the local hard drive. The final kiosk master will be delivered in ISO 9660 and Joliet format suitable for CD or DVD production. At NOAA's discretion, the final kiosk master may be delivered as a zipped archive suitable for Internet download containing a single self-running executable file. Title to all products and data furnished by the Contractor in connection with this work shall remain with the Government. A course menu will be created to allow the learner to select a course module. A status indicator will indicate whether the module has been attempted, not attempted, started but incomplete, or completed. The learner's name will also be displayed on the course menu. Learner data will be saved as Flash Shared Objects. There will be one Course object containing the learner's logon information, and the status of each item on the main course menu. At a minimum, the Flash Shared Object will contain the learner's name, e-mail address, password, and return bookmark, if applicable. Other data, such as module status, may be included as necessary. In addition to the Course Flash Shared Object, each module within the course may have a related Flash Shared Object, including the course name, characters before the @ in a learner's e-mail address, the module number, and Flash Shared Object file extension. Objects will contain data specific to that module (i.e., topic status, bookmarks within the module, etc.). All course content XML files will be installed as Hidden files. The Contractor's performance will be monitored and evaluated by SFD. The performance evaluation will be prepared according to the guidelines provided in DAO-216-13, "Evaluation of the Results of Advisory and Assistance Contracts." SCHEDULE OF WORK SFD will provide the Contractor with deadlines for all tasks as mutually agreed to with the Contractor. Deadlines are subject to change. Completion of the services and deliverables for specific tasks is contingent on SFD providing documents to the Contractor in a timely manner. Delay in receipt of those materials may cause unavoidable delays in deliverables under this Contract. Adjustments in work schedule and project tasks may be made by mutual consent. GOVERNMENT-SUPPLIED MATERIALS During the course of this work, the Contractor shall have access to Government products or data that is relevant to this project, as required and approved by NMFS. Any information that has not been published that is received from the Government in connection with this Contract, or furnished to the Contractor from other sources in response to the Government's requirements under this Contract, will be restricted to this project, and may not be disclosed or used for any other purpose without the prior written approval of SFD. The restrictions do not apply to information which: 1. Currently or subsequently enters the public domain; 2. Has been released to any third party, without restrictions; or 3. Is obtained by the Contractor independent of the Government. Title to all Government products or data furnished to the Contractor in connection with this work shall remain with the Government. RESTRICTED OR LIMITED USE OF DATA The Contractor's final deliverables, all draft documents, and any working document prepared as a part of this Contract are the property of the Government and may not be published or released to any individual or organization without prior written approval of NMFS SFD. Specifically, the Contractor may not publish any part of the documents being prepared as part of this Contract in any refereed scientific journal, trade publication, publicity brochure, etc., without the express written approval of SFD. FEDERAL ACQUISITION REGULATIONS All sections of the Federal Acquisitions Regulations (FAR) attached by reference to this work and executed by a Contract shall apply, including FAR Part 49 on termination of contracts for convenience and default. SECURITY REQUIREMENTS FOR INFORMATION TECHNOLOGY RESOURCES The C&A requirements of clause 73 do not apply and a Security Accreditation Package is not required. PERIOD OF PERFORMANCE The period of performance for this work is one year from the date of order issued by the Acquisitions Management Division/WC3.
