DESCRIPTION: Industry Day Notice The United States Air Force, Space and Missile Systems Center (SMC), Space Superiority Systems Wing (SYSW), is requesting Industry Day participation on 30 June 2010 relating to the full and open competition of the Logistics Information Operations and Network System (LIONS) Sustainment Contract. LIONS is a Top Secret/Special Compartmented Information (TS/SCI) data management tool used by SYSW to perform maintenance data collection (MDC), equipment status reporting (ESR), stock control and distribution (SC&D), unique identification (UID), and more, for SYSW Special Access Program/Special Access Required (SAP/SAR) systems. LIONS is an accredited, software intensive system that operates on the Air Force Space Command (AFSPC) Secure Global Network. SYSW seeks a qualified prime contractor to provide continued Contractor Logistic Support (CLS) for the LIONS program via the AFSPC SGN. The Contractor shall be required to demonstrate exceptional knowledge/experience with logistics and sustainment processes and be able to perform the following scope of tasks IAW the LIONS Performance Work Statement: 1) Depot and Sustaining Engineering (D&SE); 2) Network and Data Administration; 3) Support to Field Operations; 4) Training; 5) Studies and Analyses; 6) Upgrades and Modifications to include pre-planned product improvements (P3I); 7) Software and hardware installation at User sites; and 8) Security Support. To be eligible to bid on the LIONS contract, Contractors must, at the time of RFP release, have an established AFSPC SGN Node, an Air Force or National Reconnaissance Organization (NRO) accredited SCI facility (SCIF) and personnel who have a current Top Secret, Single Scope Background Investigation (SSBI) conducted since Feb 2006. Personnel must also be adjudicated for DCID 6/4 eligibility. Please note that the Government does not possess a comprehensive set of technical documentation for the LIONS program and as such, will only be able to provide the following GFI with the solicitation package that is scheduled for release in the July time frame: 1. Technical Data Package (Engineering drawings, wiring diagrams, etc.) 2. Hardware Inventory list 3. Software Requirements Specification 4. Software Version Description Document 5. The LIONS User Guide 6. Reference Code Table for building LIONS Loader Files 7. LMI Data Tables for building LIONS Loader Files 8. LIONS SLOC Count The Industry Day will be held at 9:00 am on June 30th, 2010. The meeting will be at the unclassified level; however, attendees must have TS/SI clearance. Please send security clearance via JPAS and include: SMO CODE: SYSW WING DATE: 30 Jun 2010 Purpose: LIONS' Industry Day POC: Dalal Estrada, 310 535 2622 The Industry Day will take place at the Aerospace Corporation, Building A5, in the SYSW Large Conference Room. The Aerospace Corporation is located on the South-East corner of El Segundo Boulevard and Douglas Avenue. The official address for the event is 2350 E. El Segundo Boulevard, El Segundo, CA, 90245. Contractors desiring to attend the Industry Day will be required to park in one of the Aerospace Corporation Visitor Centers - one located on El Segundo Boulevard and the other Douglas Avenue one (1) block south of El Segundo Boulevard. Overflow parking will be at the Scitor parking garage located at 185 South Douglas Avenue, El Segundo, CA, 90245. Attendees will be required to make their way to the front lobby of Aerospace Building A5 by 8:45am for escort into the SYSW Program Area. Due to size restrictions of the Industry Day room, each prime contractor will be authorized no more than 3 personnel. Following the Industry Day presentation and general Q&A session, the Government program team will hold one-on-one sessions with interested prime contractor teams. Each one-on-one session will be no more than 30 minutes in duration. All questions and answers are subject to being shared with all prospective bidders. All answers are subject to being shared with all prospective bidders. The Government does not intend to award a contract on the basis of this announcement. The Government will not reimburse any cost associated with submitting information in response to this pre-solicitation notice, nor shall any costs be allowed on any Government contract. The NAICS code for this effort is 518210, with a small business size standard of $25,000,000. Participation by small and small disadvantage business is encouraged. Mr. James Gill, USAF AFSPC SMC/PK is the Ombudsman and has been appointed to address concerns from contractors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call him at (310) 653-1789. Presolicitation Notice The Space Superiority System Wing (SYSW) is to seek Contractor Logistics Support services for a Maintenance Data Collection (MDC) system in support of SYSW' SAP/SAR programs. The contract will begin in Nov 2010 and will have a 1-year period of performance (PoP) with four 1-year options. The available funding profile is ~$830K per year in 3400 funding only. The Government intends to award a Cost-Plus-Fixed Fee (CPFF) contract using a Lowest Price Technically Acceptable (LPTA) solicitation approach. SYSW currently uses the Logistics Information and Operations Network System (LIONS) to perform MDC for its Space Control SAP/SAR programs. The current contractor providing these services to SYSW is Dynamic Research Corporation. The Performance Work Statement (PWS) identifies Contractor Logistic Support (CLS) products and services required to support the Air Force Space Command (AFSPC) space control mission area. CLS products and services consist of the following: Program Management, Cost Management, Quality, Security and Sustainment Services, Upgrades and Modifications, Studies and Analysis and Priced Options. Sustainment services is defined as: Sustaining Engineering; Item Management and Unique Identifier (UID) Tracking; Depot Support Facility; Functional Interface Control; Emergency Maintenance and Assistance; System Administration; Hardware Maintenance; Software Maintenance; Hardware and Software Configuration Management/Control; User's training, System Safety; and Contract Close-out. The Contractor must be staffed with TS/SCI personnel. The Contractor will also be required to have an established Sensitive Compartmented Information Facility (SCIF) IAW JAFAN 6/0. Personnel requirement is current TS/SSBI and DCID 6/4 eligible. Upon contract award the contractor shall submit Personnel Access Requests (PAR) for all personnel working the contract IAW JAFAN 6/0 (Personnel that do not have DCID 6/4 eligibility or do not meet TIER I standards IAW JAFAN 6/4 will require more time to obtain access approval). The Government will not be held responsible/liable for delays in clearing personnel if the subject standards identified above are not met. The Government will sponsor personnel for SCI if they are DCID 6/4 eligible and the Government will also accept SCI from another agency. The contractor shall submit a JAFAN 6/0 Fixed Facility Checklist (FFC) for the proposed facility that will house LIONS. Contractor's facility must have been accredited, and approved by SYSW/AS, with appropriate accreditation level. Additionally, all SCI/SAP discussions must take place in a certified/approved facility under the cognizance of the Air Force.
