Description
THIS IS A RFI NOTICE ONLY. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A MARKET RESEARCH TOOL BEING USED TO DETERMINE THE AVAILABILITY AND ADEQUACY OF ALTERNATE DESIGN ARCHITECTURES AND TECHNOLOGY INSERTION TO DETERMINE THE METHOD OF ACQUISITION AND ISSUANCE OF AN AWARD. The US Army Aviation and Missile Command, Utility Helicopters Project Office is conducting a Request for Information to identify potential sources and alternate/proposed design approaches for the UH-60L and 60M Transportable-Black Hawk Operations Simulator (T-BOS). It is the intention of the Utility Helicopters Project Office to procure up to 17 UH-60L/M T-BOS devices over a period extending up to eight years. The planned delivery for the first device is March 2012. The timeline is subject to change, and there is no guarantee that the quantities reflected above will be procured. Although there may be fundamental technical differences between the current T-BOS Production architecture and any proposed T-BOS technical architectures, the current Production Baseline provides insight into the developmental efforts to date. This RFI is focused on improving the current technical architecture in the areas of: system reliability, software stability, non-proprietary Visual Display System, an Open Software/simulation architecture conducive to achieving a high state of reliability and aircraft concurrency needs, Information Assurance, and capable of meeting the requirements to support the PEO STRI SE/CORE interface. Interested sources can be provided with an information packet of the Government furnished T-BOS Production Baseline on Compact Disc which includes: Production TBOS Detailed Specification dated 3 March 2010; the current Production TBOS Technical Drawings; the UH-60L and M Critical Task List; Operator Manuals for the UH-60L and 60M and subsystems; and various operational support documents. Interested parties already registered in the Central Contractor Register (CCR) may request this information using the attached form and submitting it by close of business, 1630 CST, on 30 June, 2010. All interested parties not registered in CCR must do so prior to receipt of the Solicitation. Requests for the information packet should be sent to Ms. Christie Holland at christie.holland@us.army.mil. The information packet will be limited to one per company submitting a request. You are to provide a Proposed T-BOS Design Architecture and Technology Insertion Plan and address the technical feasibility of developing a transportable flight simulator/trainer that supports high-fidelity training for both the UH-60L and UH-60M Aircraft and meets the performance requirements stated in the Detail Specification. The Proposed T-BOS Design Architecture and Technology Insertion Plan should focus on 1) Technical attributes based on an Open software architecture and non-proprietary simulation environment and host simulation, 2) Logistics impact, 3) Training capabilities impact, 4) Opportunities for redesign and technology insertion using non-proprietary design and solutions, 5) Opportunities for aircraft concurrency, 6) Operation and Maintenance support, 7) Trade-off analysis of subsystems that are stimulated versus simulated, 8) improved system software stability. It is requested that the Proposed T-BOS Design Architecture and Technology Insertion Plan is no more than 50 pages in length, single spaced, 12 point font. The Proposed T-BOS Design Architecture and Technology Insertion Plan should be sent to the Contracting Officer, Ms. Castene Basham, at address provided below. Telephone: 256-876-1238 no later than close of business, 1630 CST, on Friday, August 13, 2010. Sources responding to this synopsis are to submit two copies of their submittal to the Contracting Officer. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided the Government as a result of this RFI is voluntary. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or Government use of such information. Late responses will be handled in accordance with Federal Acquisition Regulation 52.215-1.
