- The following questions and answers were submitted: Q1: In regards to past performance, if adverse past performance is found, can we provide and explanation? A1: We will evaluate all offers in accordance with the Request for Quote (RFQ) terms and criteria. As stated in the RFQ, offerors must provide up to three past performance references with their proposal. The Government reserves the right to examine any other information in evaluating past performance. Additionally, in accordance with FAR 15.306(b)(4), offerors shall have the ability to respond to adverse past performance information if they have not had the opportunity to do so previously Q2: If we are in a position to commit to a specific rate for lodging and meals, is it recommended to place it in this BPA or should we leave it out until a decision has been made. We have a committed rate for both and are prepared to provide it if acceptable. A2: In regards to pricing, the RFQ states in recognition that pricing in this industry varies considerably over the course of a year, set prices for rooms and meals are not required. However, BPAs issued will stipulate that room and meal prices may not exceed the current Government per diem rate. (Per Diem rates may be found at http://www.defensetravel.dod.mil/perdiem/perdiemrates.html.) Proposals must include lists of maximum prices for other services not included in the room and meal charges, such as for conference rooms, audio/visual services, and child care. In competing for individual calls, though, vendors may offer discounts from the current Government per diem rates and price lists. In summary, at this point in time we are primarily seeking assurance from the proposal that the offeror can meet the per diem limitations. Q3: The solicitation does not mention a specific date. For which date is this requirement for? A3: This solicitation is for a Blanket Purchase Agreement (BPA). The BPA will be in effect for one year. Individual orders, known as calls, will be competed amongst the BPA holders.
