Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. Information received will be used to determine the availability of technically capable and otherwise responsible firms that would be interested in submitting offers for this anticipated solicitation. The General Services Administration, Region 8, Design and Construction Division, is conducting a market survey and is seeking sources for a qualified contractor to complete the construction of a new U.S. Port of Entry in Portal, North Dakota to replace the original border station built in 1932. POE requires significant expansion and total replacement of the existing facility to meet current safety, security, circulation, and efficiency standards. The work consists of completing construction of a new 70,000 gross square foot main port facility and a new 10,000 square foot Border Patrol Building and ancillary buildings totaling approximately 29,000 square feet. This construction project will increase the site size from 1.5 to 7.0 acres, expanding the current border station inspection lanes and provide other expanded border station functions, incorporating new exit and entry requirements developed by the Department of Homeland Security in coordination with the Canadian Border Patrol. The construction is anticipated to begin in the fall of 2010. The construction portion must be accomplished by a qualified, experienced, professional general contracting firm with a bonding ability up to $20 million. The current estimated construction cost is between $15,000,000 and $20,000,000. The estimated project duration is 450 calendar days after Notice to Proceed. Small Business Size Standard: $33.5 million LOCATION OF THE WORK: Portal, Burke County, North Dakota, USA Companies who have the necessary experience as well as an interest in the project, should submit a statement of capabilities, which is NOT A PROPOSAL. The statement of capabilities should include: 1. What is the largest construction project your firm has completed as prime contractor? 2. Is your firm able to provide a bond of $20 million? 3. Describe how your firm, as prime contractor, would comply with the Small Business Administration's requirement to perform a minimum of 15% of the cost of the contract with your own workers. 4. Describe the organizational structure of your planned team, indicating responsibilities of small businesses and large businesses within that structure. 5. Give an example of a construction project that was managed by your firm and successfully LEED certified. 6. Explain your firm's management strategy for projects in remote locations and extremely cold climates. 7. Provide proof of construction contractor license in the state of North Dakota. 8. Firms should indicate eligibility for SBA programs and whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a) or Service Disabled Veteran-Owned Small Business (SDVOSB).
