Description
This is a Pre-Solicitation Notice for the implementation, maintenance, training, technical and help desk support of an ambulatory Electronic Health Record (EHR) commercial off-the-shelf (COTS) product solution for the United States Coast Guard (USCG), Request for Proposal (RFP). RFP HSCG23-10-R-PCI104 will be available on or about 29 June 2010. The USCG intends to establish a single hybrid indefinite delivery indefinite quantity (IDIQ), firm fixed price (FFP) contract with some time and materials (T&M) CLINS to procure implementation, maintenance, training, technical and help desk support services of an ambulatory Electronic Health Record (EHR) commercial off-the-shelf (COTS) product solution. The USCG requires an EHR COTS solution that provides ambulatory care, urgent care, dental, physical therapy, optometry, behavioral health, occupational health, immunizations, audiology, radiology, pharmacy, laboratory and patient portal functionality. In addition to providing the COTS product solution, the USCG requires the offeror to provide a full range of services as described below: 1. Implement the provided COTS solution within the USCG environment; 2. Provide functionality unique to the USCG environment; 3. Support the USCG COOP operations; 4. Provide support services including training, testing, help desk support, and ad-hoc support. The contract will have a base period of one year and four (4) one-year option periods, for a total period of performance of 5 years. The anticipated start date for this contract is 30 September 2010. All services and deliverables shall be in accordance with the corresponding Performance Work Statement (PWS). The associated North American industrial Classification System (NAICS) code for this procurement is 541512 Computer Design Services with a small business size of $25 million in annual revenue. This requirement will be satisfied using commercial acquisition procedures specified in FAR Part 12. This Pre-Solicitation Notice is issued for planning purposes only. The Government shall award a contract resulting from this solicitation to responsive, responsible offeror whose written offer is considered most advantageous to the Government, both in price and other factors considered. Oral presentations may be required, at the discretion of the Government. Interested parties must be registered in the Central Contractor Registration (CCR) as prescribed in FAR Clause 52.232-33. CCR can be obtained by assessing the Internet at http://www.ccr.gov. All parties are encouraged to continually monitor the FedBizOpps.com website for any additional information.
