Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W912SV-10-R-0028 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32. This solicitation is set-aside 100% small business. The North American Industrial Classification System (NAICS) code for this commercial requirement is 488190, and the small business size standard is $7.0 million. CLIN0001: Contractor to provide all plant, labor, material, parts, equipment & transportation necessary to provide the following: Exterior washes to the F-15 Aircraft in strict accordance with the Statement of Work, dated 02 April 2010 at the 104th Fighter Wing, Barnes Air National Guard Base, Westfield, MA 01085. This request is in support of the Maintenance Squadron at the 104th Fighter Wing, Massachusetts Air National Guard, Westfield, MA, 01085. It is the intent of the Government to award a single contract, with a basic year and four (4) optional years for a total of a five (5) year contract. The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial, FAR 52.212-2, Evaluation of Commercial Items. The following factors will be used to evaluate offers: 1. Price, 2. Past Performance, and 3. Technical; to include the capability to meet technical requirements, schedule and warranty information. Past Performance: The offeror shall submit (with proposal) past/present performance narratives for the firm on not less than two (2) nor more than four (4) contracts that demonstrate experience in performing work that is similar in scope, size and complexity to the requirements. Include awards, customer letters of commendation, etc., with points of contact and telephone numbers. Technical: to include capability to meet technical requirements, scheduling and warranty information. The offeror shall submit these items in sufficient detail to demonstrate an understanding of the requirement to include the processes that will be used. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in the best interest of the government. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, delivery time and past-performance. All evaluation factors other than price, when combined, are significantly less important than price. The government intends to award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial proposal should contain the offerors best terms from a cost or price standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
