Description
PRE-SOLICITATION NOTICE: The VA National Acquisition Center intends to issue Request for Proposal (RFP) VA-797-10-RP-0028 under competitive negotiated procedures for numerous pharmaceutical items. Please see Attachment "A" for the list of the items and estimated annual usage. The estimated annual usage includes VA, DoD, Indian Health Service (IHS), and Bureau of Prisons (BOP). The contract period will be for one year plus four pre-priced option periods. The contract items will be distributed through VA's and DoD's respective Pharmaceutical Prime Vendors. This procurement is subject to the requirements of the Trade Agreements Act, *except that offers from countries not covered by any Free Trade Agreement will be considered if, and only if, no offers are received from U.S. made or from Trade Agreement designated countries pursuant to Federal Acquisition Regulation Part 25.403(c) and/or the items being procured are not on a government-wide contract. Each solicitation line item will represent separate requirements for the purpose of Federal Acquisition Regulation Clause 52.217-9, "Option to Extend the Term of the Contract" and FAR Clause 52.233-3, "Service of Protest." A separate determination on the exercise of subsequent contract options will be made individually per solicitation line item awarded. Products offered must be FDA compliant. Offerors must state the exact name (name that appears on label) by which the drug will be supplied and products proposed must have unique NDC numbers. Capsules must be compatible with automated dispensing units (Baxter ATC Canisters, Optifil, etc.). If the offeror is not a manufacturer, a signed agreement between the offeror and the manufacturer must be submitted with the offer.. Solicitation No VA-797-10-RP-0028 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about February 3, 2010, with an estimated closing date of February 24, 2010. The NAICS code for this procurement is 325412 and *Numbered Note 12 applies. Any future amendments and other miscellaneous documents will be available electronically for download at the following URL: http://www.fedbizopps.gov. No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted. Interested offerors are advised to continuously check this URL for any changes to this solicitation. All responsible sources may submit an offer that if timely received, will be considered.
