- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THEREWILL NOT BE A SOLICITATION OR DRAWINGS AVAILABLE AT THIS TIME. DRAFT WORKSTATEMENT AND CRITICAL SPECIFICATIONS ARE INCLUDED FOR INFORMATIONAL PURPOSES,BUT ARE SUBJECT TO CHANGES. A Firm Fixed Price Contract is anticipated toprovide seven (7) stand alone closed circuit filtration/sanitation systems insupport of the U.S. Navy Marine Mammal Program, under the direction of SPAWARSystems Center Pacific, to be installed at Naval Base Kitsap-Bangor, WA. TheNorth American Industry Classification System (NAICS) code for this procurementis 541330 Marine Engineering Services, and the small business size standard is$4.5 million. All small businesses, service-disabled Veteran-owed small businesses, certifiedHUB-Zone small businesses, and certified 8(a) small businesses are encouragedto respond. Upon review of industry responses to the Sources Sought Synopsis,the Government will determine whether a set-aside acquisition in lieu of fulland open competition is in the Governments best interest. This officeanticipates award of a contract for these services between August 2010 andNovember 2010. This project provides four (4) stand-alone dolphin closed circuitfiltration/sanitation systems that need to support 58,900 gallons of seawaterhousing up to four (4) dolphins, and three (3) stand-alone sea lion closedcircuit filtration/sanitation systems that need to support 27,500 gallons ofseawater housing up to four (4) sea lions. Each system must maintain a minimumturnover rate of 4 times a day. Filtration/sanitation systems will be designed and all materials supplied forGovernment personnel to build and install all units. Additionally, guidancefrom a technical expert is required during the build and installation of allunits by the Government. Support for the filtration/sanitation systems will berequired for a period of 1 year after installation. Close cooperation andcollaboration with the Government is a necessity. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. It is a market research tool usedto determine the availability and adequacy of potential small business sourcesprior to determining the method of acquisition and issuance of an award. TheGovernment is not obligated to and will not pay for any information receivedfrom potential sources as a result of this synopsis. It is requested thatinterested small businesses submit to the contracting office a briefcapabilities statement package (no more than three pages in length, singlespaced, 12-point font minimum) demonstrating their ability to perform therequested services. This documentation shall address, as a minimum, thefollowing: (1) Relevant Experience to include experience in performing effortsof similar scope and complexity within the last three years. (2) CompanyProfile to include number of employees, office locations(s), DUNS number, CAGECode, and statement regarding small business designation and status.
