- The Internal Revenue Service (IRS) intends to negotiate on a sole source basis with The Medici Group, firm fixed price for author Frans Johansson to deliver the same keynote presentation, twice, to different audiences, on August 24, 2010. Each keynote will be delivered to a group of approximately 1,300 managers from the Small Business Self-Employed Division of IRS. Mr. Johansson will base his presentation on his book 'The Medici Effect'. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Frans Johansson's book has been named as one of the top 10 best business books by Amazon.com. His comments will be based on: How to find groundbreaking ideas by combining contributions from different disciplines How to make intersectional ideas happen How to think differently about risk. A Justification and Approval for Other Than Full and Open Competition has been prepared. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received by the deadline date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit an offer, however, only services meeting the IRS’s requirements will be considered for award. Requests to be considered must include a full capability statement and must be received by the deadline date.. **Questions must be emailed to Martha Krumel at martha.k.krumel@irs.gov no later than Thursday, June 24, 2010 at 12 pm PST. Questions received by fax or telephone will not be accepted or acknowledged. The Government anticipates an award date on or about Tuesday, June 29, 2010. The Government will not be responsible for any costs in preparation of responses to this announcement.
