- The Department of Energy's (DOE) Office of Policy and International Affairs (PI) has a requirement for analytical support in assessing the impact of existing and prospective energy-related domestic and international policies on the U.S. economy, national energy security, and the global climate. PI's mission is to better understand how to enhance investments in clean energy to combat global climate change, reduce American dependence on foreign oil, create jobs and enhance American competitiveness in international markets. This requirement will require quantitative analysis of domestic and international energy markets and qualitative assessment of international energy and climate change policy developments. The National Energy Modeling System (NEMS) will be the primary analytical tool utilized to evaluate the impacts of various climate and energy policies, including proposed legislation that affects the energy sector. The Government intends to award a sole source, tim e and materials type contract to the Rhodium Group, LLC (RHG) to accomplish this requirement. The period of performance for this award will be for two (2) years. RHG conducts original economic research on complex global themes, focusing on international energy markets and global climate change, and the policy developments shaping these markets. RHG has a unique combination of analytic and technical expertise in energy and climate change policy on U. S. employment and international competitiveness. Additionally, RHG has accomplished innovative and cutting edge work utilizing NEMS to evaluate the impacts of various climate and energy policies, including proposed legislation that affect the U. S. energy sector. RHG is the only private sector organization to combine recent international climate change diplomacy experience with world-class energy economies and modeling capabilities. Access to this integrated suite of capabilities is integral to PI's mission. In accordance with Competition in Contracting Act, 41 USC 253 [c] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. This is a notice of intent and no solicitation is available for this requirement. Interested parties may submit capability statements and rationale by June 28, 2010 at 11:00 am via e-mail to jessy.abellard@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement and past performance client information for similar work. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
