- This is a notice of intent to award a sole source contract. The Directorate of Contracting, Fort Hood, Texas intends to procure role player services (called Civilians on the Battlefield) through direct negotiation with the incumbent, Techwise, on a sole source basis under the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contract will serve as an interim bridge of continuous and uninterrupted service during which time a long term procurement will be competitively sourced by the Army through the Mission and Installation Contracting Command, Procurement Center at Fort Sam Houston, Texas. The incumbent contractor is Techwise, located at 2860 S. Circle Drive 4th Floor, Colorado Spring, CO, 80906. Negotiations of this interim (bridge) contract will result in a four month period of performance commencing on/or about 1 September 2010 through 31 December 2010. The NAICS for this procurement is 611699, All Other Miscellaneous Schools and Instruction; the small business size standard of $7 Million applies. THIS NOTICE DOES NOT CONSTITUTE AN INVITATION OR REQUEST FOR COMPETITIVE QUOTES; no solicitation will be issued as a result of this notice. This action is being taken to sustain performance of the service during procurement of a long-term solution; initiating a separate competitive action for this short time period is not considered beneficial to the Government in cost and continuity of service, and the procurement costs of pursuing competition would outweigh any perceived benefits expected to be derived through competition. Award to another contractor for this short-term contract would require a phase-in period that is not possible. The expectation that a new contractor would successfully perform the service without proper phasing in with no critical delays and/or without interruption of services is considered an unreasonable risk that the Army cannot afford.
