Description
The United States Air Force intends to issue solicitation FA5575-10-R-0009 to solicit proposals for Firm-Fixed Price contract to replace the Fire Extinguishing System in Building 115 in Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 7 July 2010. The contract will consist of a period of performance of 210 calendar days. Contract magnitude is between $100,000 and $250,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." SYNOPSIS 1. WORK LOCATION: Dining facility, building 115. 2. SUMMARY: The project mainly consists of the replacement of the two (2) existing commercial cooking exhaust hoods and upgrading the existing water based cooling/heating system in order to air condition/heat the kitchen and food serving areas. 3. PERFORMANCE PERIOD: Once the Notice to Proceed has been received, the Contractor shall present the submittals and shall proceed to purchase the required materials to execute the work. The estimated materials submittal/delivery period is approximately 90 calendar days. The Contractor shall not be able to commence the work until all the material has been received. The Contractor shall execute the work in a diligent manner and shall finish same in a period of 210 calendar days from the Notice to Proceed date, of which 90 days shall be for the purpose of submitting documents and the receipt of materials on site. The performance period proposed for the execution of this project is for information purpose only. The Contractor shall provide the performance period with the proposal. The Contractor's Performance period will be considered in the evaluation of acceptable proposals. 4. SCOPE OF WORK: 4.1 Kitchen exhaust hood: a. Remove existing exhaust hood and accessories. b. Provide and install kitchen exhaust hoods, fans and accessories. c. Provide and install wet chemical fire extinguishing system and accessories. d. Electrical installation. e. Systems start- up and final testing. 4.2 Grill exhaust hood: a. Remove existing exhaust hood and accessories. b. Provide and install grill exhaust hoods, fans and accessories. c. Provide and install wet chemical fire extinguishing system and accessories. d. Electrical installation. e. Systems start- up and final testing. 4.3 Cooling/Heating systems: a. Perform opening on West facade in order to allow the equipment entrace in the existing space between the roof slab and the exterior roof. b. Provide and install air handling units (4 pipe with heat recovery and freecooling), controls and accessories. c. Provide and install insulated supply and return ducts. d. Provide and install ducts and accessories for air handling units air intake and exhaust. e. Perform roof slab openings for the installation of supply diffusers and return grilles. f. Provide and install supply diffusers and accessories. g. Provide and install return grilles and accessories. h. Provide and install photoelectric duct smoke detectors and accessories. i. Provide and install fan coil unit, controls and accessories. j. Provide and install new chilled water distribution system and accessories and connect it to the existing hydraulic system. k. Replace heating pumps and accessories. l. Provide and install new heating water distribution system and accessories and connect it to the existing hydraulic system. m. Perform chemical water treatment for the chilled and heating closed water circuits. n. Electrical installation. o. Water distribution systems start- up and balancing. p. Air distribution systems start- up and balancing. 4.4 Miscellaneous: a. Remove wall exhaust fan and repair opening in room 109. b. Provide and install fresh air intake in room 108. 4.5 Repair elements affected by the project execution. 4.6 Final Cleaning. 4.7 Delivery of As-Built drawings. 5. CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "Registro Oficial de Contratistas de Obras del Estado" of the "Ministerio de Economía y Hacienda" covering the following groups, subgroups, and categories. Group Subgroup Category J 2 b The above general outline and list of Principal Features of Work in no way limits or reduces the responsibility of the Contractor to perform all work as required by the project to provide a complete and operable facility. It is highly recommended that you register to be notified of any new postings for this solicitation and/or any other postings published by our office. The Government anticipates and reserves the right, to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation documents. In order to be awarded a contract by the U.S. Government, the company must be registered in the Central Contractor Registry (CCR), contracts cannot be awarded to unregistered contractors. To obtain a NATO CAGE code you must fill out the form found in : http://www.dlis.dla.mil/Forms/Form AC135.asp Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code. Notice to Offerors: While FY10 funds may not be immediately available within USAFE to fund this project, funds have been provided for in the FY11 Financial Plan, therefore bid validity period should be extended to 31 Dec 10.
