- The Census Bureau serves as the leading source of quality data about the nation's people and economy. As part of the process for producing quality data, The Census Bureau would like to enhance the value of the housing data produced from current surveys by obtaining foreclosure records for homes experiencing "mortgage distress" and appending this information to already existing surveys to understand better the characteristics of housing unit and the household members (in the case of occupied units). Providing this information would fill an important gap in knowledge that would help guide developing policy toward housing and housing finance. In Accordance with FAR Part 13(Simplified Acquisitions Procedures) The contractor shall provide a complete dataset of all housing units in Calendar Year 2009 that experienced some form of "mortgage distress". Housing units are considered to experience "mortgage distress" should one or more of the following events occur: 1. Receive a notice of default 2. Receive a notice of trustee sale, or 3. They become real-estate owned (REO - bank owned). If a particular housing unit experienced several different stages of mortgage distress in 2009 (and, thus, appears several times in the file), only the most recent stage reported is requested for the proposed foreclosure dataset. Data Requirements At a minimum, each record shall contain the following information: a. Address of affected property i. Street Address ii. Apartment number (if a condo unit) iii. City iv. State v. Zipcode b. Name of borrower c. Date of last action taken d. Status of last action taken ( notice of default, notice of trustee sale, REO) e. Property type (single family, condo, coop) f. Loan amount g. Date action recorded h. Data action entered i. Auction date - if applicable j. Information about the housing unit i. Number of bedrooms ii. Number of bathrooms iii. Square footage of house iv. Number of stories v. Year built Retention: The Census Bureau will retain ownership of the records. Deliverables and Milestone Schedule Conduct post award telephone conference Within one week after award Receive revised requirements (if necessary) Within one week after award Receive foreclosure dataset One month after award Two soft copies of the deliverable on a medium mutually acceptable to the Offeror and the Census Bureau shall be delivered or available via FTP downloand to the Census Bureau on the indicated date. The deliverables will be forwarded or made available via FTP download to the Assistant Division Chief for Housing Characteristics. Travel Requirements There are no travel requirements for this project. Relevant Experience Required The Offeror shall have detailed knowledge of and experience working with the foreclosure records that will enable the Offeror to provide the Census Bureau with the necessary data fields for each foreclosure record. 6. Performance Measures Will Include a. Ability to produce as complete a set of unique foreclosure records as possible b. Ability to produce the dataset in the timeframe specified c. Ability to provide all the fields identified the information provided identified under "Data Requirements" in the "Scope of Work" section Quotations must be submitted to Pamela Miller via email at pamela.a.miller@census.gov.
