Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences, plans to procure on a sole source basis services for identification of types and costs of cancer screening projects that currently exist in the U.S. and abroad from University of North Carolina at Chapel Hill, Department of Health Policy and Management & Lineberger Cancer Center, Chapel Hill, NC 27599. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541690 and the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The National Cancer Institute is evaluating the dissemination and implementation of cancer screening in the United States and abroad. While there are a number of organized programs that are being implemented across the country by federal and state public health organizations and some integrated healthcare delivery systems, there is no single centralized system of organized cancer screening in the United Sates. For cancer screening to be delivered effectively and efficiently in the US, organizations HMOs, provider networks, state and local governments, and non profit agencies will need to develop and introduce new and innovative ways to deliver screening programs. These considerations are particularly salient in context of the expanded provisions for access to cancer screening associated with the recently passed federal healthcare reform legislation and comparisons can be made between screening programs here with those being carried out in other countries. The contractor shall identify types of cancer screening projects that currently exist in the U.S. and representative countries of the International Cancer Screening Network (ICSN), and identify the resources and costs associated with operating different types of programs. Data from the ICSN will provide an appropriate platform to further understand the options for introducing or expanding cancer screening programs in the U.S. and the resources that would be required. The contractor shall 1) Conduct literature reviews to identify cancer screening in the U.S. and internationally; 2) Develop a framework to categorize options for introducing or expanding cancer screening; and 3) Gather information and disseminate results. The University of North Carolina at Chapel Hill. Lineberger Cancer Center is uniquely qualified to carry out the terms of this contract because their staff has unique expertise in the area of international cancer cost effectiveness research. Specifically, Dr. Paul Brown has an expertise in cost analysis and cost effectiveness analyses across a number of areas relevant to public health and cancer research, including genetic testing and screening, new born hearing screening, treatments for a variety of conditions, and issues faced by cancer survivors. As a thorough understanding of the principles of resource based costing is essential for successfully completing this project, he has the required expertise. Second, Dr Brown's international experience is essential to the success of this endeavor. He led a multidisciplinary team of researchers specializing in evaluation of health care initiatives and gained and extensive understanding of the political and social context in which screening programs are introduced and supported. Equally important is his knowledge of the US healthcare system, including the issues faced by organizations seeking to introduce or increase screening programs. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on July 6, 2010 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
