- This is a Small Business Sources Sought notice (SS). This is not a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small business; 8(a) small businesses; veteran-owned small businesses; woman-owned small business; or small disadvantaged businesses; and (3) their size classification relative to the North America Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business, under the applicable NAICS code, should not submit a response to this notice. The NAICS code for the project is 334516. The small business size standard is 500 employees. The purpose of this proposed acquisition is to identify qualified organizations that can implement several clinical protocols as part of collaborations between the Biomedical Engineering and Physical Science Shared Resource and clinicians from the NHLBI, NICHD, NCI, and NIAID. Clinical applications of infrared imaging will be expanded to measure temperature fluctuations with greater accuracy. The infrared camera must include special features that will enable it to obtain high reproducibility and ensure integrity in clinical temperature imaging for intraoperative and patient-bedside setting. Specifically, the infrared camera must include the following features: (1) Fully-digital infrared camera (3-5 micron wavelength range) needs to collect multiple images (up to 9000) with 640x512 pixels per image and be sensitive to 0.01oC temperature changes; (2) Collect images with 14-bit accuracy within an optimum performance range between 20-40oC; (3) Integrated cold electronics to insure the lowest 1/f noise for the camera and have minimal temporal and temperature stability (drift) required to study temperature dynamics at low frequencies (~0.005 Hz); (4) Continuously output image data from the imager to a computer; (5) Camera acquisition rate for 640x512 frame size must be up to 25 Hz (laptop, direct data streaming); (6) Air intake and outlet must be at the back of the camera; (7) Tunable trigger controlled by the clock in the camera’s head and have external trigger option; (8) GigE/IRIG-B options must be implemented for communication between the camera and a computer; and (9) Optical interface with Janos Technology bayonet optics. Additional components of this requirement include: (1) Data Acquisition System – Reference No. SBF 10-030-0; (2) Software modifications to WinIR, GigE and IRIG-B boards, modifications for air intake and chassis for the GigE and IRIG-B cards – Reference No. SBF10-035-0; and (3) Upgrade to laptop computer – Reference No. SBF10-030-0. All Capability Statements sent in response to this SOURCES SOUGHT notice must be submitted, electronically (via email), to Kenya Crawford, Contract Specialist, at crawfordke@mail.nih.gov by July 6, 2010, 2:00 PM EST. All responses must be received by the specified due date and time in order to be considered. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
