- Request for Information (RFI) Design (Phase 1) Upgrade of a Cable Reel System The Naval Warfare Center in Lakehurst New Jersey is soliciting information for high quality innovative technology relevant to Design of Cable Reel System (Phase 1). The Prototype and Manufacturing Department of the Naval Air Warfare Center, Aircraft Division Lakehurst manufactures cable assemblies called Cross Deck Pendants. These cables are 1”, 1.25”, and 1.4375” inch wire rope assemblies which are used in the landing and arrestment of aircraft aboard carriers. We are seeking improved designs for the manufacturing line. Phase I - requirements entail the design requirements of the project which include the program management, systems engineering, QA, configuration controls, configuration management, need assessment, analysis, design, prototyping, and design validation for the Cable Reel Line Upgrades. The new Cable Reel Line shall be designed to be installed at the Naval Air Engineering Station, Lakehurst, NJ within building 149/Hangar 3. The current production line runs 6 days a week, 1.5 shifts per day. The maximum amount of time the Cable Reel Line production can be halted is 3 days, with a two week production run before the next halted stage could be allowed. The hangar space is shared with other production lines that cannot have interruption of service. Government is seeking interested sources with the capability of providing comprehensive drawing package that will enable the Government or its contractor(s) to fabricate and/or procure all parts, subassemblies, and assemblies. The drawing package shall enable any competent contractor, without specialized knowledge, to construct and install the total production line in a Second Phase. The delivered design shall allow the construction and installation of the total production line without the need to obtain additional information. Potential sources interested in the Design (Phase I) must have expertise and capability in all of the following areas: 1. Design Quad-Feed Cable Reel Holders with Braking System 2. Cutter (Chop) Saw design to cut through coated steel cable of diameters of 1” to 1 -7/16”, shall be manufactured for the project and incorporated with the cable feed from the reels. 3. Other design requirements: saw exhaust system, laminar flow diffusers, dust collector, filtration system, filtration system control, dual tandem tow motors. a. Detail drawing for each fabricated item b. Assembly Drawings for all assemblies – fabrication requirements shall be specified on the Assembly Drawings (e.g., welding, both torque) c. Electrical Diagrams d. Installation drawings The final drawing format package shall be on D-size drawings. Five (5) copies of the drawing package shall be supplied. The final drawing shall be supplied on three (3) CD’s or DVD’s. The electronics drawings shall be vector drawings in the AutoCAD.dwg format. Component parts designed in Pro-E; they shall be provided in both Pro-E and AutoCAD format. All electronic drawings shall be fully editable. Raster drawing shall not be embedded in the AutoCAD drawings without prior written permission from the Government. Responses shall be limited to no more than 20 pages, not including cover letter, cover page, and table of contents. Also include information such as: Company name, address, e-mail, telephone number, point of contact, CAGE code, and size of business pursuant to the North American Industrial Classification System (NAICS). Responses shall be submitted no later than 5:00 PM EST on 7 July 2010. All responses shall be transmitted electronically. Submissions shall be compatible with and accessible using Microsoft Office software applications. Important Notes: There is no commitment by the Government to issue a solicitation, to make an award(s), or to be responsible for any monies expended by any interested parties in support of any effort in response to this RFI. Any information submitted in response to this RFI is strictly voluntary. This RFI is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential Offerors to monitor this site for release of any follow-on information. All rights associated with the design and drawings, including all intellectual property, shall belong to the Government. The Government shall have unlimited license to use and modify the drawings in any way. The Government shall have the right to provide them to any contractor or subcontractor. Nothing propriety shall be retained by the Contractor. Unless otherwise stated herein, no additional information is available and requests for the same will be disregarded.
