This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number WRD-10-10957. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-10. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 541519. The small business size standard is $25M. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: See Statement of Work. (VI) Description of requirements is as follows: See Statement of Work: STATEMENT OF WORK WRD-10-10957 PERIOD OF PERFORMANCE: July 15th 2010 - September 30th 2011 BACKGROUND: Cordell Bank is an offshore seamount located on the edge of the continental shelf about 25 nautical miles west of the Pt. Reyes lighthouse in California. Starting 2004, Cordell Bank National Marine Sanctuary (CBNMS) started a monthly program conducting at sea surveys monitoring the biological productivity of the sanctuary. Weather and ocean conditions permitting, single-day monitoring cruises over Cordell Bank were conducted approximately once per month. The goal of the Cordell Bank Ocean Monitoring Program is to describe the planktonic and vertebrate fauna in waters over Cordell Bank, a prominent and productive seamount located at the heart of the Cordell Bank National Marine Sanctuary (CBNMS) off central California. Variations in the temporal and spatial distribution and abundance of fauna are linked to each other and to that of the proximate oceanic environment. Data on the distribution of marine birds, mammals, and other vertebrates is collected by trained observers; krill abundance is estimated with a Simrad EK60 echo sounder; and oceanic conditions, including temperature, salinity, and thermocline depth, are collected with a continuously logging Seacat-SBE-45 thermosalinograph along with a series of CTD casts. Data will be used to construct maps relating oceanography (fronts, temperature, density, upwelling) with krill distribution and bird and mammal distribution on a seasonal and annual basis. SPECIFICATION OF WORK STATEMENT: The work requires compiling and significant cleaning of digital information approximately 300 hrs of 1hz oceanographic sampling data or over a million records. Large gaps in the thermosalinometer file exist and need to be interpolated between. The ships computer would hang periodically through out the cruises would leave large gaps in the time file. The contractor will need to merge the vessel trackline file with the thermosalinometer file with time as the dependent variable. This digital information will later be used in analysis of the data. It will be necessary to format the new data into the existing database of biological, oceanographic data from other NOAA sources, including buoy data and satellite sea surface temperatures. The C&A requirements of clause 73 do not apply to this work. As such a security accreditation package is not required for this contract. WORK TO BE PERFORMED ON SITE AT SANCTUARY OFFICE: Cordell Bank National Marine Sanctuary 1 Bear Valley Rd., Point Reyes Ca, 94956 SELECTION: The selection of a contractor will be on the basis of price and technical ability. Technical ability includes evaluation of past performance with Government contracts and ability to meet sanctuary research needs. The technical evaluation and price are of equal importance.
