- This is an announcement of intent to award a sole-source purchase order to the Kansas Department of Wildlife and Parks, a large business. The United States Army Corps of Engineers, Kansas City District (The Kansas City District) requires a company to develop and maintain mitigation features of the Missouri River Fish and Wildlife Mitigation Project. This work involves developing a mitigation plan and routine annual operation and maintenance of the mitigation features and facilities developed within each mitigation site. The North American Industry Classification System code for this acquisition is 924120, Administration of Conservation Programs. This is a pre-award notice with the intent to award a sole-source purchase order under the authority of the Federal Acquisition Regulation, Section 6.302. The Kansas City District proposes to execute a firm-fixed price contract to satisfy this requirement. The basis of the Government proposing to issue a sole-source contract is that the Missouri River Fish and Wildlife Mitigation Project has been planned and implemented in accordance with the Fish and Wildlife Coordination Act and specific Congressional authorizations that have mandated the full participation of state and Federal fish and wildlife agencies such as the KDWP. The KDWP is the sole agency in the State of Kansas authorized to manage and protect fish and wildlife resources, and to establish and enforce laws necessary for management. The agency has performed well in past years and has contributed much to the overall success of the mitigation program to date. THIS IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete the proposed acquisition based upon the responses to this notice is solely within the discretion of the Government. Any information received will be considered for the purposes of determining whether to conduct a competitive procurement and will become a part of the market research for this acquisition. Firms intending to provide submittals in response to this notice must submit detailed information indicating their products ability to meet the Governments requirement. Responses must be received no later than July 7th 2010, at 2:30 CST. At a minimum, potential sources are to include the following product information with their submittal (ten-page maximum limit): 1. SPECIFICATIONS: Firms must provide product specifications/datasheets in sufficient detail to provide a comparison with ostensibly equivalent qualifications to the Kansas Department of Wildlife and Parks. There are approximately 5 current sites. Mitigation of these sites includes, but is not limited to: preparing hunting permits; conducting controlled burns; aerial spray of unwanted trees; install rock roads; install feed plots; simple construction; clearing property; and spraying herbicides on unwanted plant life. 2. PRICE: Firms must provide device price per unit, and in aggregate. 3. TRAINING COSTS: No training costs are anticipated. 4. WARRANTY AND SERVICEABLE PRODUCT LIFE: There are no foreseeable warranties with this contract.
