- AMERICAN RECOVERY AND REINVESTMENT ACT PERFAR 5.7. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THE PROJECT OPPORTUNITY IS AVAILABLE ONLY TO THE CONTRACTOR UNDER THE CURRENT IDIQ CONTRACT AG-31ME-10-C-0013- UNISYS CORPORATION. THE GOVERNMENT ANTICIPATES AWARDING A FIXED PRICE ORDER FOR RURAL UTILITIES LOAN SERVICING SYSTEM RETIRE CATV LEGACY SYSTEM AND IMPLEMENT ARCHITECTURAL ENHANCEMENTS. THE CONTRACTOR SHALL PROVIDE TECHNICAL SUPPORT AND ASSISTANCE TO DEVELOP AND IMPLEMENT ALL CURRENT catv FUNCTIONALLY INTO rull SO THAT THE catv LEGACY SYSTEM CAN BE RETIRED. THE CONTRACTOR SHALL COMPLETE DEVELOPMENT OF CATV FUNCTIONALITY USING THE RULSS SYSTEMS ARCHITECTURE AND CATV MODULES SHALL HAVE THE SAME LOOK AND FEEL AS THE EXISTING RULSS MODULES. THE FOLLOWING PROCESSES AND ENHANCEMENTS TO COMPLETE THE DEVELOPMENT AND IMPLEMENTATION OF THE CATV LEGACY SYSTEM IN RULSS FUNCTIONALITY ARE AS FOLLOWS: PROCESSES- CONVERSION OF 36 CATV ACCOUNTS, QUARTERLY BILLING FUNCTIONALITY, NEW REPORTS AND MODIFICATION TO CURRENT REPORTS AS DETERMINED IN REQUIREMENTS GATHERING., EXISTING FUNCTIONALITY REGRESSION TESTING INCLUDING BUT NOT LIMITED TO ACCOUNT CREATION, BILLING, STATEMETNS, AUDIT CONFIRMATIONS, PAYMENT APPLICATION PROCESSES, AND REPORTS. ENHANCEMENTS- ELIMINATE THE APPLICATION AND DATEA STATUS BEING DRIVEN BY BILLING, USE INSTALLMENT AND PAYMENT SCHEDULE IN PLACE OF "PRINCIPAL CATCH-UP" (AN AMOUNT ADDED TO THE INSTALLMENT WHEN A BORROW PAYS LATE TO PREVENT A BALLOON PAYMENT AT THE MATURITY DATE.), ELIMINATE MATCHING CASH TO BILLS, UPDATE THE RLS APPLICATION TO BE BORROWER/ACCOUNT DRIVEN SO THAT PAID ACCOUNTS WILL BE APPLIED TO THE ACCOUNT, ELIMINATE THE RELATIONSHIP BETWEEN DELINQUENCY AND BILLING. USE A DELINQUENCY FORMULA INSTEAD OF BILLING TO DETERMINE DELINQUENCY, ONLY ALLOW PAYMENTS TO BE APPLIED TO AN ACCOUNT AFTER CASH IS RECONCILED, REMOVE INTEREST RATE CHANGES FROM TRANSACTION HISTORY.
