- Market Survey Qustionnaire Draft Performance-Based Work Statement <<Description for FBO>> The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to obtain customs clearance of import and export freight at the specified airports in Japan, to include transporting of said freight between the airport and U.S. Government installations, coordinating carrier booking for export freight in accordance with the terms and conditions of this contract and applicable Japanese laws and commercial trade practices. AREA OF PERFORMANCE: AREA I - Between the following U.S. Government installations and Narita International Airport (Narita Airport): Yokosuka Naval Base, Naval Air Facility Atsugi, Military Sealift Commander Yokohama, Yokota Air Base. AREA II - Between DDYJ Sasebo and Fukuoka Airport. AREA III - Between NAF Misawa and Narita Airport. Pricing Schedule would consist of the following items: (1) Transportation of each truckload and customs clearance services for processing one USFJ Form 380EJ, Customs Free Import or Export of Cargo or Customs Declaration of Personal Property and one airway bill during hours from the following time frames; 0830 thru 1700 hours (Monday thru Friday), 1701 thru 2200 hours (Monday thru Friday), 0830 thru 2200 on weekends and Japanese legal holidays, and 2201 thru 2400 on any days, (2) customs clearance services only for processing one USFJ Form 380EJ and one airway bill without delivery of freight, (3) handling charges incurred for processing additional airway bills or USFJ Form 380EJ for import or export, and (4) emergency delivery services. FREIGHT: Any freight as ordered by the Ordering Officer. TYPES AND CONDITIONS OF VEHICLES: Fully enclosed for inclement weather and must be configured for either side or back loading by 6-ton forklift. OPERATIONAL REQUIREMENTS: Service shall be performed when scheduled by the Ordering Officer at any time during any calendar day to meet the established dates and times meeting advance notification for import freight, emergency service, export freight, and order limitations to be cited at FAR 52.216-19. CUSTOMS CLEARANCE: The Contractor shall immediately clear the customs for both import and export freight at the earliest possible time as ordered by the Ordering Officer. Customs clearance shall be made by utilizing USFJ Form 380EJ. DELIVERY OF CUSTOMS CLEARED FREIGHT: Customs cleared freight shall be delivered to the receiving military installation as ordered by the Ordering Officer. EMERGENCY DELIVERY: When specifically ordered by the Ordering Officer, the Contractor shall make emergency delivery of import freight. CUSTOMS CLEARANCE SERVICES ONLY WITHOUT DELIVERY OF FREIGHT: When the Ordering Officer places orders for the customs clearance service only without delivery of freight, the Contractor shall perform customs clearance service only without delivery for export and import freight.
