Description
Replacement Technical Evaluation Criteria - NTC Amendment: June 24, 2010 This Solicitation is amended to replace the evaluation criteria specific to the NLM Training Center (NTC). The correct evaluation criteria for NTC was inadvertently omitted at time of original solicitation date. The Statement of Work remains unchanged from original solicitation. The proposals submitted for other than NTC are not affected by this amendment. This amendment replaces only the original evaluation criteria specific to NTC on solicitation Attachment No. 6 Technical Evaluation Criteria. All other sections of this attachment remain unchanged. All interested offerors should submit a proposal for NTC requirements against the new set of evaluation criteria. The new proposal receipt date for new proposals for the NTC component only, is 3PM EST, August 9, 2010. The proposal receipt date for the remainder of the National Network of Libraries of Medicine. See attachment for new evaluation criteria for NTC. ********************************************* The National Library of Medicine (NLM) is soliciting proposals from medical libraries for the purpose of establishing and managing a variety of health information services at a regional level in accordance with Public Law 89-291, the Medical Library Assistance Act of 1965 and its latest extension. Public Law 89-291 and its amendments limit participation in the Nation Network of Libraries of Medicine (NN/LM) program via the contract mechanism to existing public and private non-profit medical libraries (or parent institutions of medical libraries) so as to enable each of them to serve as the Regional Medical Library (RML) for the geographic area in which it is located. The mission of the NN/LM program is to advance the progress of medicine and improve the public health by 1) providing equal access to biomedical information to all U.S. health professionals and 2) improving the public's access to health information. The program is coordinated by the National Library of Medicine, and carried out through a nation-wide network of health science libraries and information centers. Awards under this NN/LM program will be made in eight regions. The RML for Region 1 must be located in and provide service to the states of Delaware, New Jersey, New York, and Pennsylvania. The RML for Region 2 must be located in and provide service to the states of Alabama, District of Columbia, Florida, Georgia, Maryland, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, West Virginia, Puerto Rico, and the U.S. Virgin Islands. The RML for Region 3 must be located in and provide service to the states of Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, North Dakota, Ohio, South Dakota, and Wisconsin. The RML for Region 4 must be located in and provide service to the states of Colorado, Kansas, Missouri, Nebraska, Utah, and Wyoming. The RML for Region 5 must be located in and provide service to the states of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. The RML for Region 6 must be located in and provide service to the states of Alaska, Idaho, Montana, Oregon, and Washington. The RML for Region 7 must be located in and provide service to the states of Arizona, California, Hawaii, Nevada, and U.S. Territories in the Pacific Basin. The RML for Region 8 must be located in and provide service to the states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. Each RML must possess a strong collection of health science literature, must be able to exercise strong leadership in developing and coordinating activities with other libraries in the region, and must have a strong commitment to providing outreach services to health professionals and to the public. It is anticipated that eight (8) awards will be made under this solicitation (one award per Region). The awards are anticipated to be cost-reimbursement type contracts with a total performance period of five (5) years. Reference attachment for complete solicitation.
