Description
This notification is for market research purposes only to identify potential contractors who have the skills, experience, and knowledge required to successfully complete this effort for Hill Air Force Base, UT and does not constitute a commitment, implied or otherwise, that a procurement will be accomplished. This is not a request for proposal or invitation for bid. Background: The A-10 aircraft is an aging weapon system and is technically complex. The A-10 weapon system maintenance (MX) Trouble-Shooting (TS) documentation, for the Central Interface Control Unit, (CICU), the 1A-10C-2-40TS-9, T.O. (Tech Order, titled: Automated Weapons Management Systems ((AWMS)), is technically complex and incomplete. As a result, MX field-level deficiencies are often compounded by the lack of complete tech data, and associated TS information, which results in incorrect analysis, and premature removal of the weapons system avionics, typically the CICU. Requirement: The update of this 1A-10C-2-40TS-9 TO requires detailed aircraft and weapons system level avionics, i.e. CICU, knowledge, trouble shooting expertise using the Portable Automated Test Set (PATS), and sustainment evaluation expertise beyond what is available in the A-10 Program Office. The types of tasks and activities required are as follows: • Verified and Tested Maintenance Fault Log (MFL) test descriptions for > 500 MFLs • Update the A-10 PATS OTP to align with any MFL descriptions and 40TS-9 changes • Provide source data to update the Theory of Operation (chapters 1 and 2) of the 40TS-9 • Develop training material and provide training on operations of the PATS for troubleshooting the CICU • Determine, test and verify MFL linkage and update technical data with appropriate troubleshooting procedures • Update troubleshooting procedures for SNIPER and LITENING targeting pods • Create logic schematics • Create Avionics Fault Analysis cards to be used as troubleshooting aids by field level maintainers
