Description
The Hull Systems Automation Group (Code 6160), of the Carderock Division, Naval Surface Warfare Center (NSWCCD) has a requirement for (1) VideoRay Pro3 GTO Remotely Operated Video (ROV) Submersible only and two controller boxes. In support of this effort, NSWCCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to Video Ray 580 Wall Street, Phoenixville, PA 19460-0000. The small business set-aside has been dis-solved. The VideoRay ROV has been used by NSWCCD for the purposes of performing underwater ship hull inspections. Code 616 has a requirement for spares and a complete second system to provide required support to the program. The new ROV system must be compatible with the current system because of the Navy's investment in training, spare parts and interchangeable support equipment. The VideoRay ROV is compatible with existing Navy systems and switching to another ROV manufacturer would result in substantial duplication of cost to the government that is not expected to be recovered through competition, and unacceptable schedule delays in fulfilling the agencies requirement. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 5 p.m on 7/9/2010, referencing RFQ N00167-10-T-0099.
