Description
DEPARTMENT OF VETERANS AFFAIRS (VA) SEEKS OFFERORS TO CONSTRUCT A LEASED HEALTH CARE CLINC IN BUTLER, PENNSLYVANIA The Department of Veterans Affairs (VA) is seeking to lease approximately 180,000 net usable square feet (NUSF) for use as a VA Health Care Clinic in Butler, Pennsylvania. The space must be provided by new construction of a build-to-suit building. NUSF does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. The Space shall be on no more than three (3) contiguous floors. As the first step in this build-to-suit process the VA asks that potential developers submit information regarding the site on which they will construct the building. Sites shall either be clear or able to be cleared in a timely manner so that the project is not significantly delayed. Sites Submitted for this project shall be 15 “ 30 developable acres, and the entire site must be located outside of the 100 year flood plan. Once fully constructed the site must include a minimum 25 foot setback and provide a minimum of 1,035 parking spaces adjacent to the building. The building and parking area will be fully accessible, meeting all requirements of the American with Disabilities Act (ADA) and the Uniform Federal Accessibility Standards (UFAS). Sites submitted will be given a score of Pass or Fail. Sites that do NOT meet the minimum requirements and are given a failing grade will NOT be considered further and offers for buildings on such sites will NOT be evaluated. Sites must be located within the following delineated area: DELINEATED AREA: The proposed site must be within a five (5) mile radius of Eagle Mill Road and Benjamin Franklin Hwy (422) *Note that VA reserves the right to amend the delineated area and/or site requirements as needed. EXPRESSIONS OF INTEREST SHOULD INCLUDE THE FOLLOWING INFORMATION, AS KNOWN OR AVAILABLE. PLEASE NOTE THAT TIME IS OF THE ESSENCE SO PLEASE PROVIDE AS MUCH INFORMATION AS POSSIBLE TO ENABLE VA TO EVALUATE YOUR SITE(S). VA RESERVES THE RIGHT TO ELIMINATE A SITE THAT FAILS TO PROVIDE SUFFICIENT INFORMATION. 1. Site location, address, legal description and current and/or proposed zoning designation. 2. Size of parcel and amount (or range) of usable acreage offered. 3. Site plan, survey and/or plat map of the site indicating the location of the parcel offered. Site plan should include location of utilities, any easements (above and below ground), adjacent roads, and/or other encumbrances affecting the potential development of the parcel. Include any grading, drainage or sewer plans that have been or will be completed in the future. 4. Access to site from major transportation routes and public transportation routes. 5. Site aerials/renderings photos, graphics, and location map. 6. Describe any future development affecting the site including neighboring projects and road/public utility line construction. 7. Specific information on site ownership and any known title issues, defects, deed restrictions and encumbrances. 8. Price per Acre. PLEASE PROVIDE BRIEF EXPLANATIONS/CLARIFICATIONS TO THE FOLLOWING ISSUES. 1. The availability of utilities to the site including water, sewer, gas, electric and fiber optics. 2. Confirm the site has proper zoning for an outpatient clinic. Clarify if any zoning changes, variances, or special exceptions are required for an outpatient clinic including the estimated period of time necessary to complete such entitlement process. Clarify any known county proffer obligations with the site. 3. Describe any environmental issues known to exist on the site and any remediation efforts taken or to-be-taken. Provide copies of any environmental or other assessments. 4. Provide evidence that the site offered is outside the 100 year flood zone. Clarify if the site contains any wetlands (as defined and may be certified by FEMA). 5. Explain any known factors that might prohibit the permitting, construction and/or operation of an outpatient clinic on the site offered. 6. Confirm that ownership currently owns and controls the site. State whether ownership has title to property, is under contract, retains an option to purchase, etc. Offeror and/or firm submitting Expressions of Interest should state its relationship to the site (for example, owner, broker, legal representative, etc.). If Offeror is not the legal owner of the site, please provide documentation from owner that clearly demonstrates authorization to offer the site and compensation received, if any, for your efforts from the owner. All interested parties should respond to this announcement no later than: July 2, 2010 3:00 PM EST.
