Coast Guard, Civil Engineering Unit Contracting Office Cleveland will award a Firm-Fixed Price Task Order against an existing Indefinite Delivery Indefinite Quantity Contract for the construction and design and construction associated with the Upgrade of Building 78 Paint Complex at the U. S. Coast Guard Yard, located in Baltimore, Maryland. 1. Project Description: Provide all labor, materials, equipment, supervision, and transportation required to perform selective demolition, structural modifications, building renovation, electrical distribution modifications and major blasting and painting equipment installation at Substation 99, Building 78 and Building 80, U. S. Coast Guard Yard, Baltimore, MD. The scope of work includes but is not limited to BUILDING 78 AND 80 SELECTIVE DEMOLITION, RENOVATION AND SUBSTATION 99 REPLACEMENT including demo of approximately 1650 sq. ft of building to the surface, demo potion of north wall of building 78, install two new bay doors at north wall of building 78, install new exterior slab approximately 2000 sq. ft. at the north wall of building 78, enclose west wall of building 80, demolish portions of existing concrete slab in building 78, building a dividing wall and appropriate footer approximately 310 ft x 38 ft inside building 78, build new concrete slab and associated underground support element for installation of major blast/paint/curing equipment, provide and install one new 2000 amp outdoor switchboard with a 2000 amp main breaker, switchboard shall have one 1200 amp breaker, one 600 amp breaker and four 600 amp provisions, remove existing high voltage switch and 1500 KVA transformer from government provided substation and reinstall at Substation 99, demolish and remove existing high voltage switch serving the 300 KVA transformer at Substation 99, provide and install one new high voltage switch to feed the existing 300 KVA and the relocated 1500 KVA transformer, high voltage switch is to be fused to protect the existing 300 KVA and have provision to feed over to the 1500 KVA transformers, provide new conduit, 5 KV high voltage cable and terminations from the new high voltage switch to the newly relocated high voltage switch, demolish asphalt to make provisions for new 10 foot W x 16 foot L 8 inch thick equipment pad, provide and install two 4 inch conduits for future, two 4 inch conduits w/2-sets of (4) 500mcm & 4/0 ground for 600 amp service and (4)4 inch conduits with 4-sets of (4) 500 mcm and 4/0 ground for future 1200 amp service in underground trench from switchboard to building 78, furnish and install (1) 600 amp three phase 277/480v distribution panel inside building 78, run two set MCM500 THWN conductors and concrete encased 4 in PVC in underground trench from Substation 99 to new 600A distribution panel located in Building 78, furnish and install (4) 150A 277/480V 3 phase lighting panel-boards and replace lighting throughout building 778. EQUIPMENT INSTALLATION the contractor will procure, assemble, install, hookup, test and demonstrate full operational capability of all required utilities and support elements for the following major blast /pain/cure equipment. Manual Blast Booth - working dimensions approx. 20 ft wide x 18 ft high x 60 ft long, paint booth, working dimensions approx. 20 ft wide x 18 ft high x 60 ft long, and cure both working dimensions approx. 20 ft wide x 18 ft high x 60 ft long. RENOVATIONS TO BUILDING 80 the contractor will complete the design/build element to the renovations of Building 80. This building will be renovated for administrative offices, locker room, and bathroom facility to support the personnel working in the relocated paint complex in building 78. Purchase and install new electric powered push/pull tow tug. The scope will entail complete renovation for the intended purpose in accordance with industry standards, the space to be renovated is approximately 4350 sq ft. The estimated range of the project is $5,000,000 to $10,000,000. UNIT BID ITEMS FOR OTHER MAJOR BLAST/PRODUCTION EQUIPMENT, purchase and install new automated centrifugal wheel blast equipment with self contained monorail system dimensions of equipment shall be 61L X 23W X24H, Purchase and install new paint booth, dimensions shall be 30ftL x 16ftW x 16ftH, purchase and install new cure both dimensions shall be 30ftL x 16ftW x 16ftH, demolish existing paint complex buildings and associate equipment. This is approximately 29000 SF of metal and concrete buildings (building 32, 34 and 90. Do the work according to the specifications and drawings provided and, for the design build portion (renovations to Building 80) as shown on the Government-approved, contractor-originated specification and drawings.
