- NATIONAL OCEANIC & ATMOSPHERIC ADMINISTRATION (NOAA) SEEKS EXPRESSIONS OF INTEREST FOR OFFICE AND RELATED FACILITIES The National Oceanic and Atmospheric Administration (NOAA) seeks to lease a facility consisting of 7,570 rentable square feet (rsf) of office and other related space for a weather forecast office in Topeka, KS. The rentable space will yield a minimum of 6,600 ANSI/BOMA Office Area (ABOA) square feet. In addition, NOAA also seeks to lease a detached unobstructed facility consisting of 400 to 600 rentable square feet for an Upper Air Inflation (UAI) building. The UAI must be located within close proximity of the main building. A minimum of thirty (30) on-site reserved parking spaces or the number required by local code whichever is greater are required. The Government will consider existing buildings, buildings under construction, and build-to-suit options. The estimated occupancy date for this requirement is March 2013 and a lease term of up to 20 years will be considered. To be considered sites must be within the city limits of Topeka, KS. Expressions of Interest must be submitted in writing and must include two (2) copies of the following information: Existing Buildings/Buildings Under Construction: building name, address and age; total square feet available (ANSI/BOMA) office rentable and useable; date of space availability to commence tenant improvements; rental rate per ANSI/BOMA office rentable square foot (indicate core factor); CAD "as built" floor plans identifying the space offered; parking ratio's; proximity to major highways, public transportation and local amenities; site plan (identify location of UAI building) and aerials showing surrounding area and ingress/egress to the building; description of surrounding land use; provide information confirming that the site is outside the 100 year flood zone; building renderings; description of existing or future utilities (water, gas, electric, sewer, fiber optics); length and width of site available; building/property ownership information (name of the ownership entity, name of contact person, relationship: owner, broker, legal representative, etc, address, phone, and fax numbers, and e-mail address. (Note if respondent is not the legal owner of building then a letter of authorization is required). Build-to-Suit Sites: site location, address and current zoning classification; total acreage available; site's proximity to major highways, public transportation and local amenities; site plan (identify location of UAI building) and aerials showing surrounding area and ingress/egress to the site, description of surrounding land use; provide documentation that site is outside of the 100 year flood zone; description of existing or future utilities (water, gas, electric, sewer, fiber optics); length and width of site available; describe any environmental issues with the site and remediation plan if applicable; site ownership/control of site information/ or option to purchase agreement, name of the ownership entity, name of contact person, relationship (owner, broker, legal representative, etc), address, phone, and fax numbers, and e-mail address. (Note: if respondent is not the legal owner of the site then a letter of authorization is required). NOAA may conduct a market survey to confirm the submitted information if the sites/buildings submitted meet the specific source selection criteria. NOAA reserves the right to eliminate any building or site from consideration; this elimination must be justified and will be based on a market survey and corresponding evaluation criteria. Sites within a 100 year flood zone, as defined by FEMA will not be considered. All interested parties should respond to this announcement no later than 4:00 PM EST, Friday, July 9, 2010. Respondents are advised that NOAA assumes no responsibility to award a Lease based upon responses to this advertisement.
