Description
This announcement is for the purpose of soliciting names of prime construction contractors interested in submitting a proposal for providing Design/Build Construction services for the Border Facility Upgrades near Batken, Kyrgyzstan. The requirement is to provide utility connections for water, sewer, and electricity to existing Border Outpost Facilities near Batken, Kyrgyzstan. The magnitude of this construction project is between $100,000 and $250,000 USD. The expected contract period of performance is two hundred ten (210) calendar days from the Notice to Proceed date. Request for Proposal (RFP) PLANS AND SPECIFICATIONS: This is an electronic issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site which will be password protected. Proposals will be received in hard/paper copies only. Electronic and fax proposals will not be accepted. The solicitation will not be provided to subcontractors, suppliers, or vendors. Contracting Procedures: The solicitation will be a request for proposal (RFP). Source selection will be made using lowest-price technically acceptable (LPTA) criteria. Both non-pricing (technical) and price proposals are required. The evaluation factors will be provided in the RFP. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date for issuance of Request for Proposal (RFP) number W912ER-10-R-0077 is on or about 16 July 2010. Tentative date for receipt of proposals is on or about 16 August 2010. It is anticipated that the site visit will be a virtual visit only. Details will be provided in the RFP. Tentative date to award the contract is 10 September 2010. All responsible sources may submit a proposal, which shall be considered by the agency. This acquisition is not a Small Business Set Aside.
