- This requirement is for new facilities construction and refurbishment of existing structures to support different departments of the Kazakhstan government. Description: It is anticipated that all of the following projects will be constructed in or near Almaty, Kazakstan. 1. Demolition of existing aircraft hangar and construction of a new aircraft (helicopter) hanger for the Kazakhstan Border Service. 2. Canine Training Facility. Demolish existing structures and construct new administration building, classroom building, new barracks, new canine veterinary clinic, and a fenced canine training course. 3. OPTION ITEM. Two additional canine training facilities at a different location within the city of Almaty. This project will include some refurbishment of existing structures. 4. OPTION ITEM. Scanner facility. Construct a state-of-the-art vehicle scanning facility at site near the city of Almaty. Exact location is not yet determined. Facility will consist of the scanner, supporting administrative facilities and site improvements to physically secure the check-point. The magnitude of this construction project is between $5,000,000 and $10,000,000 USD. The period of performance for this project is 365 calendar days from issuance of notice to proceed (NTP). Request for Proposal (RFP) PLANS and SPECIFICATIONS: This is an electronic issued solicitation. The Government will post the RFP to a file transfer protocol (FTP) site which will be password protected. Proposals will be received in hard/paper copies only. Electronic and faxed proposals will not be accepted. This solicitation will not be provided to subcontractors, suppliers, contract brokers, or vendors. Contracting Procedures: This solicitation will be a Request for Proposal (RFP). Source selection will be made using Best Value Tradeoff criteria. Both non-pricing (technical) and price proposals are required. The evaluation factors will be provided in the RFP. The Government may include options in the solicitation. The contract will be awarded on a firm-fixed price basis. Acquisition Time Line: Tentative date of issuance of Request for Proposal (RFP) number W912ER-10-R-0071 is (on or about) July 20, 2010. Tentative date for receipt of proposals is (on or about) August 20, 2010. A site visit is planned and details will follow in the RFP. The anticipated Award date is (on or about) 10 September. All responsible sources shall be considered by this agency. This acquisition is not a Small Business Set Aside.
