- J&A for extension This is a Special Notice of Intent Synopsis; there is no solicitation available. Requests for a solicitation will not receive a response. The current contract for this effort expires on 30 June 2010. This bridge effort is strictly for the continuation of services until the follow-on contract is complete. The Air Force intends to award a 1 month bridge contract to the incumbent Contractor to perform these services. The period of performance will be from 1 July 2010 to 31 July 2010. There will be no transition period. The follow-on contract after the extension will be awarded to the already selected 8(a) Contractor. DESCRIPTION OF SERVICE: The contractor shall provide all personnel, equipment, specialized tools, materials, management, supervision and other items necessary to provide quick response for engineering, design, drafting, modification, fabrication, researching, operation, environmental, and support services for in-house Propulsion Directorate (AFRL/RZ) programs at Wright-Patterson AFB. These services shall be performed by credentialed members of science, engineering, and technical professions. Generally, a credentialed professional (a) is licensed (e.g., registered professional engineer) to practice in the state where a facility is located or (b) commands the necessary expertise, in terms of knowledge and experience, to undertake the specified task. This contract supports the four divisions of AFRL/RZ (Turbine Engine Division, Aerospace Propulsion Division, Energy/Power/Thermal Division, and Integrations and Operations Division) at Wright-Patterson simultaneously at buildings 18, Wright-Patterson Air Force Base (WPAFB), Ohio, for the 1 month bridge effort. Support services fall into the categories of design, fabrication, modification, integration, bench test, flight test, field support, demonstrations, facility upgrades, system maintenance and calibration, experimental development, data processing and analysis, system analysis and specialized services. A labor force with Project Coordinator, Senior Engineer, Engineer, Mechanical Technician III, Mechanical Technician II, Mechanical Technician I, Electronic Technician III, Electronic Technician II, Electronic Technician I, R & D Instrumentation Technician, Computer Aided Designer, System Analyst/Programmer, Technical Writer, Computer Aided Drafter, Feature Modeler, Senior Turbine Engine Research Technician, Facility Technician III, Facility Technician II, Senior Environmental Specialist, Associate Research Environmentalist, and Chemical Hygiene Specialist to be located at the WPAFB contractor site. The NAICS Code is 541330 for the overall program with a Size Standard in Millions of Dollars is $27.0M. Businesses, including their affiliates, whose gross annual receipts averaged over the previous 3 fiscal years that do NOT exceed $27.0M are considered to be a small business. CAPABILITIES STATEMENT As stated above, the Air Force intends to award the 1 month bridge effort described herein to the incumbent contractor.
