- Statement of Work On-Site Document Destruction Services Document Destruction Services for Los Angeles AFB Description(s): This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All responses to this Solicitation/Request for Quotation (RFQ) must make reference to Solicitation Number FA2816-10-T-0010. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42, Effective 16 Jan 2010. This solicitation is 100 percent set-aside for Small Business concerns. The North American Industry Classification System (NAICS) code 561990 with a size standard of $7,000,000.00. The contractor shall provide pricing information for the following CLINS: CLIN 0001 Base Document Destruction Services (classified and non-classified), qty 12 months from 1August 2010 thru 31 July 2011; CLIN 1001 Base Documentation Destruction Services (classified and non-classified), qty 12 months from 1 August 2011 thru 31 July 2012(classified and non-classified), FOB is Destination. The contractor shall provide Base Document Destruction Services in accordance with the attached Statement of Work (SOW). All offerors are required to bid according to the AFI's located in Appendix C in the Statement of Work. The Government intends to award a single Blanket Purchase Agreement under the procedures in FAR part 12 and FAR 13.303. No funded contract will result from award of this solicitation. Rather, a Blanket Purchase Agreement will be established for immediate use for subsequent funded requirements as they become necessary. The offeror shall furnish the supplies required, if and when requested by the contracting officer, during the specified period and within the stipulated aggregate amount. The aggregate BPA ceiling amount for the Agreement will be $95,000.00 for the life of the BPA. No individual purchase under the BPA shall exceed $2,500.00 per year. The life of the Blanket Purchase Agreement will be 2 years from date of Agreement. The Government is obligated only to the extent of authorized purchases actually made under the BPA. Only warranted contracting officers and GPC card holders are authorized to place orders under the BPA. BPA orders will be in the form of BPA Calls paid by (Government Credit Card) not by Electronic Funds Transfer. The provision at the Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008), applies to this acquisition. Additionally offerors must provide a sample of the shred with their quote. In accordance with FAR 52.212-2, Evaluation - Commercial Items (Jan 1999) paragraph (a) the following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA). The Government may award a contract on the basis of initial offers received without exchanges. Therefore, each offer should contain the best prices for the services the Government is purchasing. All offerors are required to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certification - Commercial Items (Aug 2009), with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition with no addenda. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Sep 2009) applies to this acquisition and the following clauses are applicable: FAR 52.203-3, 52.222-3, 52.222-50, 52.233-3, 52.233-4, 52.203-6, 52.219-6, 52.219-8, 52.219-14, 52.219-28,52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-36, DFAR 252.212-7001, 252.203-7000. The quotes will be submitted in writing and signed by an individual with the authority to bind their respective company. The proposals with the required attachments shall be submitted by 12:00 noon, Pacific Standard Time, 12 July 2010.
