- This is a pre-solicitation notice issued in accordance with FAR 5.201. It does not constitute a formal solicitation, Request for Proposal (RFP) or a promise to issue a formal solicitation, RFP or Broad Area Announcement (BAA). The primary purpose of this notice is to improve small business access to acquisition information and enhance competition. Responders are advised that the U.S. Government will not pay any cost incurred in response to this synopsis and all costs associated with responding will be solely at the interested parties' expense. Not responding to this synopsis does not preclude participation in any future and potential solicitation, or RFP. If a formal solicitation is released, it will be issued via the Army Single Face to Industry (ASFI) Acquisition Business Web Site (https://acquisition.army.mil/asfi/) and posted on the Federal Business Opportunities (https: //www.fbo.gov) web site. It is the responsibility of the potential offerors to monitor these websites for any information that may pertain to this synopsis. The information provided in this synopsis is subject to change and is not binding on the Government. This requirement is for onsite and offsite technical support to the NGIC Irregular Warfare Division of the Analysis Directorate in its areas of responsibility. The Irregular Warfare Division researches, compiles, evaluates, and integrates all-source data into analytic products to support an understanding of Irregular Warfare threats, such as, terrorist and criminal networks and by providing intelligence support to policy makers, planners, and operational forces engaged against these threats. The contractor will provide intelligence support to NGICs Irregular Warfare mission to include working with regional analysts and drafting and coordinating DoD and interagency all-source analytic intelligence products and assessments. The objective of this requirement is to procure support in three key Irregular Warfare areas: Afghanistan/Pakistan Surge analysis, Cyber analysis, and Weapons of Mass Destruction analysis. Support tasks also include Modeling and Simulation and managing the Threat Finance portal. Of the staff proposed to support Afghanistan/Pakistan Surge analysis, two (2) Full Time Equivalents shall be prepared to support crisis operations for up to one year at NGIC and in theater for 24 hours/7 days a week, as required. A draft Performance Work Statement (PWS) will be made available (within approximately one week) with this notice to provide a means of becoming familiar with the specific tasks of this requirement. Performance of this contract will be conducted on-site at the National Ground Intelligence Center (NGIC) in Charlottesville, VA 22911-8318, NGIC Special Research Division, Fort Meade, MD 20755-6332, Defense Intelligence Agency, Bolling Air Force Base, Washington DC 20032, at the contract site upon Contracting Officer request, and within the Afghanistan/Pakistan theater as required. The proposed contract vehicle will be a single-award Firm Fixed Price (FFP) type contract with one base year and two option years. Specific tasks to be performed under this contract and their deliverables shall be specified in the PWS. Sources must be able to work at the TOP SECRET//Sensitive Compartmented Information (SCI) level.
