Attachment 2 - Vessel Test Equipment List (Government Furnished) Attachement 1a - Cruise Map Attachment 1 - Vessel Itinerary Performance Work Statement - Vessel Charter This publication serves as combined synopsis/solicitation to charter a ship/vessel and crew for the Department of Homeland Security (DHS), U. S. Coast Guard (USCG). The Government intends to acquire services using FAR Part 12 Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The USCG requires commercial transportation to conduct eight (8) charter runs on a Government provided course reaching various points along and inside a 50 nautical mile mark from shore and return to the designated port. The initial departure and final return port will be from Leeward Marina, 7499 River Road, Newport News, VA 23607. For example, in a typical day run, the vessel will first sail from Leeward Marina, 7499 River Road, Newport News, VA 23607, Virginia South East to a distance of 25 nm line, then it will continue due East to a distance of 50 nm line, third the vessel will continue North West along the 50 nm line, then West toward a distance of 25nm line, and finally vessel will return to Newport News, Virginia. The Government intends to award a firm-fixed price contract with a period of performance that will start on or about 30 August 2010 and run through on or about 12 September 2010. This is a request for competitive quotes; all quotes received by the closing date of this publication will be considered by the Government. The quote must include a clear description of the vessel offered that meets or exceeds the requirements listed in the performance work statement (PWS). Pictures of the vessel are encouraged. The quote must list the BVOC daily rate. The Government intends to award a contract to the lowest priced technically acceptable offeror. The Coast Guard requires all contractors doing business with the Department of Homeland Security, U.S. Coast Guard, Office of Contracting Operations be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date NO award can be made unless the vendor id is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov. In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number.
