Description
This notice amends solicitation number OS32846 to extend the date for responses until July 09, 2010 at 4:00p.m. If you have already submitted a proposal, you may submit a revision if necessary. The following Questions has been received. Question 1 – What is the maximum margin of error that the government will accept for the survey results? Answer – 5% Question 2 – Are there specific minimum response rate requirements applicable to this solicitation? Answer - Survey Response Rates Standard 1.3: Agencies must design the survey to achieve the highest practical rates of response, commensurate with the importance of survey uses, respondent burden, and data collection costs, to ensure that survey results are representative of the target population so that they can be used with confidence to inform decisions. Nonresponse bias analyses must be conducted when unit or item response rates or other factors suggest the potential for bias to occur. Section 2.3 Data Collection Methodology Standard 2.3: Agencies must design and administer their data collection instruments and methods in a manner that achieves the best balance between maximizing data quality and controlling measurement error while minimizing respondent burden and cost. http://www.whitehouse.gov/omb/inforeg/statpolicy/standards_stat_surveys.pdf http://www.whitehouse.gov/omb/assets/omb/inforeg/pmc_survey_guidance_2006.pdf Question 3 - Could the office on women's health elaborate on their definition of a more vulnerable population? Answer - Referencing the question to be answered: Are single parent caregivers more vulnerable than the rest of the caregiving population? The OWH does not have it's own definition of more vulnerable. the question to be answered through the research is whether the needs of single parent caregivers in filling their dual roles as single parent and caregiver are greater, different, and how so than the rest of the caregiving population Question 4 - When asking the question: when is help most needed for the single parent caregiver, are you referring to a specific time of day such as managing dropping a child off at school vs. dropping a parent off at the doctor office? Or is OWH looking for the specific point in the single parent caregiver's life? Both Question 5 - The question: What can the health care system do to reduce burden, would this be looking at the perspective of national policy recommendations or would this be specific items that doctors should be practicing with this sub-population? Both Question 6 - Please provide more definition as to what sample journals would meet a “peer reviewed journal” requirement. Answer - By peer-reviewed journal we mean any journal that uses the peer-review process to select which articles to publish. This is a common practice in journals with a reputation for publishing high quality research, such as the American Journal of Public Health. Question 7- Task 9 Page 7 - Is there a minimum number of regression models expected? Answer - As indicated in the Statement of Work, base your bid on no more than 10 regression models. (tasks were also numbered incorrectly)
