- DESCRIPTIONInventory Taking Services - Archaeology: NAICS 561990. The National Park Service is seeking proposals for inventory taking services (inventory of prospective archaeological sites) for Zion National Park. The successful contractor shall provide all qualified personnel, materials, equipment, supervision, travel and other items necessary to perform the work as described in the solicitation. The scope of work for this contract requires the contractor to provide facilities to enable them to conduct a complete inventory of cultural resources within multiple project locations designated at Zion National Park. Work shall be performed in accordance with the Secretary of the Interior's 'Standards and Guidelines for Archaeology and Historic Preservation' (Federal Register, Volume 48, Number 190, dated Thursday, September 29, 1983, page 44716). The Principal Investigator (PI) shall be eligible to hold an ARPA permit issued by the NPS and shall provide qualified personnel having knowledge and experience in identifying and evaluating cultural resources found in the Southern Utah and Colorado Plateau/Great Basin transition area. One proposal should encompass the performance of work for the five locations. Only one contract will be awarded. The performance period is anticipated to be 180 calendar days. A contract will be awarded based upon Best Value to the Government with Technical rating criteria more important than price. Scope of Work: Conduct a complete inventory of cultural resources within multiple project areas designated at Zion National Park, and, prepare and submit a report of the findings resulting from the inventory in fulfillment of the following objectives. 1. Provide Zion with a 100 percent cultural resource inventory for the specified project acreage. Total project acreage is 2,484 acres.2. Provide information on the distribution and character of cultural resources in this area.3. Assess the conditions and preservation requirements of cultural resources.4. Provide recommendations of significance and eligibility for listing in the National Register of Historic Places.This project is being conducted in accordance with Section 110 of the National Historic Preservation Act.The NAICS Code for this project is 561990 with a size standard of $7.0 million. Estimated range is between $25,000 and $100,000.Evaluation Criteria Offeror's responsibility. It is the offeror's responsibility to ensure completeness of their proposal. The evaluation panel for the Government may evaluate solely on information provided in the proposal and will not assume that an offeror possesses any capability unless specified in the proposal. It is mandatory that all contractors register in the Central Contractor Registration database (www.ccr.gov) prior to award.
