Description
PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number E010381A. The NAICS Code for this requirement is 334310, Audio and Video Equipment Manufacturing. The size standard is 750 employees. This requirement is 100% set-aside for small business. The resultant contract will be a firm-fixed price purchase order. Items called for by this RFQ are identified in the synopsis/solicitation by a "brand name or equal" description. Such identification is intended to be descriptive, not restrictive, and to indicate the quality and characteristics of products that will be satisfactory. The characteristics of the Sony HDR-XR500V meet the FBI's requirement for a high definition camcorder. Quotes offering "equal" products (including products of the brand name manufacturer other than the one described by the brand name) will be considered if such product is clearly identified in the quote and is determined by the FBI to meet fully the salient characteristic on above product. Unless the vendor clearly indicates in their quote that they are offering an "equal" product, the quote shall be considered as offering a brand name product referenced in this synopsis/solicitation. If the offeror proposes to furnish an "equal" product, the brand name of the product to be furnished shall be provided in the quote. If an "equal" item is being proposed, then the product specifications must be included with the quote to demonstrate that the proposed item is equal. Offerors are responsible for providing current specifications. All quotes will be considered. If requested by the FBI, each offeror shall submit a sample of the items he/she proposes. Minimum Salient Characteristics Video Resolution : 1920 x 1080 Still Picture Resolution : 10 MegaPixels (minimum) Sensor : 1/2.88" or larger, with Sony's "Exmor R" or equivalent black-illuminated sensor technology. Acceptable video shall be possible in light levels as low as 3 lux Lens : HD lens with a 12 x optical zoom minimum, capable of meeting the same field of view as the Sony HDR-RX500V, 5.5 - 66mm. Recording Media : 120 GB minimum non-removable hard disk drive and a slot for flash media card recording Weight : Shall not exceed 1.5 lbs. with battery installed Video Format : HD Mode: 1920 x 1080/60i (minimum), Standard Definition Mode: NTSC color LCD Screen : 3.0" touch screen or larger supporting at least 900,000 pixels Color View Finder : 0.25" or larger with a minimum of 100K pixels. Stabilization : Sony's optical SteadyShot or equivalent Low Light and IR Light Operation : Shall support functions equivalent to Sony NightShot. Microphone : Built in zoom Microphone. Battery : LI-ION battery capable of providing a minimum recording run time of 90 minutes Accessories : The following shall be included: •1. all cables needed to connect the unit to a standard definition and an HD television •2. a battery charger •3. a remote control § Labeling Requirements : Buttons and switches shall be labeled and the labels easy to read: High contrast labeling such as white text on a black background is acceptable. Low contrast labeling such as gray text or raised black text on a black background in unacceptable Submission Instructions : Responses shall be submitted via electronic submission to Margaret Einspahr at meinspahr@fbiacademy.edu. The due date for responses to this RFQ is on or before July 6, 2010, at 9:00 am Eastern Time. Responses must be marked as follows: "RFQ E010381A." All questions regarding this requirement must be submitted to Margaret Einspahr via email, no later than Friday, July 2, 2010, by 9:00 am Eastern Time. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES MUST BE VALID FOR 60 DAYS. Terms and Conditions: This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-42. The provision at FAR Clause 52.211-6 Brand Name or Equal (Aug 1999) and Clause 52.212-1, Instructions to Offerors (June 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to meinspahr@fbiacademy.edu. Provision 52.212-2, Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offeror. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Aug 2009) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov.
