- NASA/DFRC has a requirement for Stormscope Installation Kit for Global Hawk toinclude: 1. Display for ground station qty 1 each2. COTS items WX-500 and ES 600 qty 1 each3. Skin Mapping and data collection qty 1 job4. Engineering support qty 1 jobNASA/DFRC intends to purchase the items from Aviation Instrument TechnologiesIncorporated. The Stormscope will have to be re-engineered to be used from the ground,since the aircraft is unmanned. Market research that was conducted over 20 days by bothDryden and Ames Research centers produces only one company that could provide the uniqueservices and equipment to match our unique requirement. Aviation Instrument TechnologiesInc, has proprietary rights to this technology including unique software expertise tomodify the unit to match the static-IP address used on the Global Hawk. The Government intends to acquire a commercial item using FAR Part 12 &13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 1, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Offer from Aviation Instrument Technologies Incorporated is due nolater than 4:30pm local time on July 2, 2010. Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
