Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of National Institute of Dental and Craniofacial Research, intends to negotiate and award a purchase order on a noncompetitive sole source basis to UT Southwestern Medical Center at Dallas, 5323 Harry Hines Blvd., Dallas, Texas 75390-9007, for the following product. 1.NIKON TIRF Microscope, quantity 1 each 2.PTI System, quantity 1 each The sole source determination is based on the fact that the Laboratory of Molecular Physiology and Therapeutics Branch has an ongoing study Ca2+ signaling in polarized secretory cells. The confocal/TIRF microscope from NIKON is use to record CaČ+ in the apical pole microdomain at high special resolution that is needed to accurately assess CaČ + and CaČ+ signal components that generate the microdomain like STIM1and Orai1.Along with this system the purchase of a PTI is required to captured and analyzed the CaČ+ waves. This system was custom made for the research required by the Government. Therefore, it is in the Government best interest to procure this system to continue this project at the NIH Campus. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), 30 Convent Drive, Building 30 Room 524 Bethesda, Maryland 20892. The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 611310, College, Universities and Professional Schools $7.0 per annum. The small business set-aside does not apply. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001).and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-42 (June 16, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by July 3, 2010, 7:30am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
