Description
This is a Request for Information (RFI) for the purpose of gathering information on new and existing technologies available for electronically enhancing the services provided by the cafeteria facility at the RFK Main Justice Building (Main DOJ) at 950 Pennsylvania Avenue, NW, Washington, DC. This is to include the posting of menus, ordering and payment methods. This is also to include electronic catering and possible delivery service from the main cafeteria to rooms within Main DOJ. The food service facilities include one main cafeteria, a coffee bar, private dining room, vending services, and catering services, operated for the benefit of approximately 1,500 employees of Main DOJ. Interested vendors shall carefully review this package and respond to all of the questions listed in the RFI. This RFI is issued for information and planning purposes only, and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. RESPONSES Responses to this RFI are due no later than 12 noon, Eastern Daylight Savings Time on July 13, 2010, to Gregory.L.Newsom@usdoj.gov, DOJ Contracting Officer, the primary point-of-contact (POC). Inquiries about this RFI should be referred to Mr. Newsom by e-mail. No telephone inquires will be accepted. BACKGROUND The Department of Justice has traditionally operated a cafeteria in Main DOJ. The building has a 24 hour operation and is classified as a level 5 security facility which minimizes the number of patrons that can use the facility. The security level of the building does not afford commercial customers access to the building. It is not open to the general public. Main DOJ is located within the Federal Triangle, on a block bordered by Pennsylvania Avenue to the north, 9th Street to the east, Constitution Avenue to the south, and 10th Street to the west. Surrounding buildings are primarily federal buildings and require special access procedures. However, a large concentration of commercial food service operations within a comfortable walking distance (10 minutes) is accessible to these federal employees north of 950 Pennsylvania Avenue. Since Main DOJ occupies an entire block, access to other buildings or commercial establishments requires crossing a major street or avenue. The current cafeteria opened for business in May, 2005. It was temporarily closed beginning on June 25, 2006 due to flooding in the basement of Main DOJ. The coffee shop was re-opened on October 2, 2006 and expanded service in the coffee shop area (pre-packaged sandwiches and salads plus hot soups) was started in January 2007. PURPOSE OF RFI The purpose of this RFI is to gather information on new and existing electronic technologies for providing food service programs to 1500 persons in a federal building that is closed to the public. DOJ is interested in electronic technologies that support electronic menus and online ordering and payment processes for single orders, as well as office orders or catered events. Orders could be prepared and ready for pickup when the patrons arrive at a designated pickup location in the cafeteria. DOJ is also interested in electronic signage. This would allow for the prompt updating of menu items. INFORMATION REQUESTED Vendors are requested to respond with comments on whether the DOJ request for information can be met, to what extent, and how. Responses must address questions detailed. Responses to the specific questions must be numbered to correspond to the issues/questions so it is clear to which question the response applies. Comments should include whether a desired objective can be met, with descriptions of how, or an explanation of why not, if any cannot be met. No format is required, beyond the numbering of responses. The total length of the response must not exceed 20 pages. DOJ requests that interested parties respond with comments on the following areas of interest to the Department, including answers to the specific questions asked: Implementation: Describe how a food services program using the latest technology available would be accomplished for approximately 1500 customers, and provide the following: a. Have any comparable programs been completed? b. If so, in what agencies? Please provide contacts at those agencies. c. What size user population was implemented? d. What was the time frame of the implementation? e. Describe any other information that would assist DOJ in determining reasonable requirements for such a technology implementation. Implementation Flexibility: Implementation changes may be necessary. a. Can implementation procedures be changed to meet DOJ needs, or is a standard process applied at all agencies. Please describe. b. Is there a willingness to make changes to the standard implementation? Please describe. c. Is there additional cost for changing standard procedures? Please describe. Operational Flexibility: Changes in operations, processes and procedures may be required. a. For ongoing food service operations, describe what the change process entails. b. Is there added cost for changing the ongoing processes? Please describe. Please submit any available commercial/GSA/other applicable Government price lists for implementation and operation of a similar foodservices program in the Main Justice Building.
