- The US Environmental Protection Agency (EPA), Office of Water, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with the American Water Works Association (AWWA) as part of the Partnership for Safe Water (PSW) for Four (4) training workshops on optimizing water treatment facilities and Three (3) training workshops on optimizing the performance of drinking water distribution systems. These training workshops are considered to be highly specialized, requiring significant scientific and technical expertise to demonstrate as well as ensure that particles are removed from water and that water is disinfected to kill/inactivate bacteria or other pathogenic microorganisms. Due to the technical nature of these training workshops, the contractor responsible for this training must have: (1) instructors with a scientific and engineering background on the optimization of drinking water; (2) knowledge of PSW and it's phased program; and (3) access to key PSW steering committee members and PSW drinking water utilities. The technical expertise of the training instructors, knowledge of the PSW implementation program, as well as access to PSW steering committee members and PSW drinking water utilities are essential to ensure that each training workshop is accurate and beneficial to all attendees. The combination of the abovementioned expertise, knowledge and access to PSW members and utilities makes the AWWA an ideal source for this training and EPA knows no other source with the same expertise, knowledge and access to PSW members and utilities. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications This procurement will be accomplished under FAR Part 13 Simplified Acquisition Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
