- Description
- The U.S. Department of Education (ED) has a requirement to develop a series of at least six online Communities of Practice (COP) to leverage the use of educational technology to improve teaching, assessment, learning, and infrastructure in schools. COPs are designed to assist people in learning about and understanding best practices, research, and implementation strategies by learning from experts and from each other. COPs can become very scalable and sustainable by utilizing well developed online community technology platforms and designing for high quality content distribution, meaningful interactions, and access to expertise. The online communities to be developed under this contract will be measured by the quality and quantity of content, interactions, and exchanges. They will scaffold best practices by providing the information and ongoing support for improving learning with technology, ensuring teachers are highly effective and connected to data, resources, content and expertise and providing assistance for the best modern infrastructure build out for 24/7 community wide learning. The online COPs developed under this contract will be designed to implement recommendations in ED's new draft National Educational Technology Plan (NETP). The NETP (see http://www2.ed.gov/about/offices/list/os/technology/index.html) discusses topics such as learning sciences, universal design for learning, cloud computing, eRate and broadband infrastructure. It discusses devices for students and the policy and privacy implications of data. It suggests new ways of thinking about online materials and the need for interoperability standards. ED initiated the development of the new NETP to capitalize on the opportunities created by technological advancements and new research on learning that has emerged since the publication of the last NETP in 2004. ED's goal was to create a vision for the strategic application of technology throughout the education system in support of student learning and achievement and consistent with the Administration's broader educational and economic priorities. Dissemination of the new NETP goals and recommendations is critical to ensure effective and comprehensive implementation by State Educational Agencies (SEAs) and Local Educational Agencies (LEAs). The anticipated period of performance for this contract will be thirty continuous months, with an option for six additional months should ED decide to design, develop, and launch two (2) additional online COPs. The Government intends to award a contract using an unrestricted full and open competition. All responsible sources may submit a proposal which shall be considered by the agency. ED will make an award to the Contractor whose offer conforms to the solicitation, has no deficiencies (as defined in FAR 15.001), and is most advantageous to the Government, cost or price and other factors considered. For this solicitation, price will be a substantial factor in source selection; however, quality factors (including technical merit) are significantly more important than cost or price. The solicitation is issued June 28, 2010.
