- Description
- The National Park Service, Historic Preservation Training Center, is soliciting proposals for all labor, materials, equipment and travel necessary to complete Systems Upgrades for the Thomas Farm (Araby) House, Monocacy National Battlefield Park, Frederick, Maryland. The work identified in the Specifications and Drawings is to complete the following work: Mechanical System - Removal of existing HVAC system and furnish and install a Geo-thermal heating and cooling system to replace all existing mechanical systems; Plumbing Systems - Remove existing system and install new plumbing system to include a new well system, new septic system, new domestic water and sanitary, piping and fixtures. The existing kitchen is to be renovated with new sink and dishwasher. A new bathroom is to be provided on the second floor and the first floor bathroom fixtures are to be replaced. A basement sump pump shall be installed; Electrical Systems - Remove existing electrical system and install new electrical systems that replace all interior electrical outlets, switches, and light fixtures and that support new fire alarm devices. All conduit devices shall be installed with minimal visibility. Install exterior lighting and security lighting. The new electrical systems shall also include a new disconnect panel at the pole, a new service panel and supply lines to house and an upgraded service capability for the outbuilding; Restoration of Interior - Rehabilitate interior finishes that correspond to select rooms only as follows: 1) Kitchen - Restore existing built-in wood cabinets, new countertop and additional cabinets and fixtures, 2) Bathrooms - Provide new ADA accessible restroom on the first floor and renovate existing bathroom on the second floor. All other repair and restoration work to floors, walls, ceilings, wood trim, doors and hardware are not included as part of the Scope of Work for this contract. Patching and repairing of all finishes outside of the rooms mentioned above will be done by the Government; Restoration of Exterior - Provide systems penetrations to the exterior walls or roof as a result of the installation of new mechanical, electrical and plumbing systems; Fire Suppression System - Furnish and install sprinklers and smoke detection throughout the basement, first floor, second floor and attic; Fire Alarm and Intrusion Alarm System - Furnish and install fire alarms and intrusion alarm systems, coordinating locations of all devices and coordinating with the electrical systems; Telecommunications Systems - Furnish and install telecommunications systems distribution throughout the house that is coordinated with preliminary use plan diagrams and fully coordinated with electrical systems; and Technology System - Furnish and layout installation for future computer LAN System. The estimated construction range for this project is between $1,000,000 and $5,000,000. A Preproposal Conference and Site Visit will be held on July 22, 2010 at 9:30 a.m. at the Thomas Farm (Araby) House located on the Monocacy National Battlefield, 4633 Araby Church Road, Frederick, MD. Proposals will be evaluated by the Technical Evaluation Panel using the Evaluation Criteria and assigned weights identified in the Solicitation. Criteria A, Project Approach, Maximum Score 35 Points; Criteria B, Qualifications and Relevant Experience of Proposed Personnel, Maximum Score 25 Points; Criteria C, Previous Construction Projects, Maximum Score 20 Points, Criteria D, Past Performance, Maximum Score 20 Points, and Criteria E, Price. The Government anticipates award of a firm-fixed price contract on or before September 17, 2010. The Solicitation with be issued electronically on the Federal Business Opportunities Website hppt://www.fedbizopps.gov and the Department of Interior's National Business Center (NBC) website at: http://ideasec.nbc.gov. Offerors interested in the doing business and receiving a copy of the Solicitation must register on both the Fed Biz Opps (www.fedbizopps.gov) and ideas (ideasec.nps.gov) websites. The Solicitation with specifications shall be posted on or about July 12, 2010. NO HARD COPIES OF THE PACKAGE WILL BE ISSUED.
