- Combine Synopsis Solicitation University of Washington Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data Information Service (NESDIS), Acquisition Division, SSMC3, Room 10100/OFA64 1315 East West Highway, 10th Floor, Silver Spring, Maryland 20910 Description: This is a combined synopsis/solicitation under which the US Department of Commerce/National Oceanic and Atmospheric Administration, Satellite Program Acquisition Division Plans to procure on a firm-fixed price and sole source basis from University of Washington. The purchase of five Metocean Ice Beacons Ice Mass Balance and new "seasonal ice" buoys that monitor atmospheric and sea ice conditions to augment the Arctic and Antarctic Observing Networks. In addition, this sole source will be used for the coordination and data management of the International Arctic Buoy Programme (IABP) and the US-IABP contribution to the IABP. The US-IABP maintains a series of air and ocean observing buoys distributed throughout the Arctic Ocean to gather weather and sea state observations (including data related to ice drift, formation and thickness), these data are used by research scientists as well as operational numerical weather prediction models and ice analysts at the National Ice Center. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and the procedures in FAR 12 and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written quotations are being requested, and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-40. The Government intends to procure from University of Washington on a sole source basis under the authority at section 4202 of the Clinger-Cohen Act of 1996 on a firm-fixed price for a period of performance consisting of a base year and 2 one year option(s) the associated NAICS code 541712 for the following: The purchase five Metocean Ice Beacons Ice Mass Balance and new "seasonal ice" buoys that monitor atmospheric and sea ice conditions to augment the Arctic and Antarctic Observing Networks. In addition, this sole source will be used for the coordination and data management of the International Arctic Buoy Programme (IABP) and the US-IABP contribution to the IABP. The US-IABP maintains a series of air and ocean observing buoys distributed throughout the Arctic Ocean to gather weather and sea state observations (including data related to ice drift, formation and thickness), these data are used by research scientists as well as operational numerical weather prediction models and ice analysts at the National Ice Center. University of Washington is the only source known to NOAA for this requirement. Interested parties who believe that they can meet the Government's requirement are requested to submit in writing an affirmative response; all responses must include detailed technical information and other technical literature demonstration the ability to meet the above requirements. In your response, you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written response must be received no later than fifteen days after publication of this synopsis. All responsible sources may submit a capability statement or quotation which shall be considered by the agency. The capability statement to include descriptive literature must be in sufficient detail to demonstrate that the responder can fulfill this requirement. A determination by the Government not to compete this requirement based upon responses received in response to this notice is solely within the discretion of the Government. Background The Arctic Ocean Buoy Program was established by the Polar Science Center (PSC), Applied Physics Laboratory (APL), University of Washington (UW), in 1978 to support the Global Weather Experiment. In 1991 the International Arctic Buoy Program (IABP) succeeded the Arctic Ocean Buoy Program, but the basic objective remains-to maintain a network of drifting buoys on the Arctic Ocean to provide meteorological and oceanographic data for real-time operational requirements and research purposes including support to the World Climate Research Program and the World Weather Watch Program. The IABP is composed of 28 different research and operational institutions from many different countries. The IABP is funded and managed by participants of the program. Management of the IABP is the responsibility of the Executive Committee, and operation of the program was delegated to the Coordinator of the IABP. The International Program for Antarctic Buoys (IPAB) was established in 1993, to provide commensurate observations for the Antarctic as has been developed for the Arctic. The US contribution to the IABP and IPAB are coordinated through the USIABP and USIPAB, which are managed by the NIC and the PSC. Scope This contract will be used to purchase five Metocean Ice Beacons Ice Mass Balance and new "seasonal ice" buoys that monitor atmospheric and sea ice conditions to augment the Arctic and Antarctic Observing Networks. In addition, this SOW will be used for coordination and data management of the IABP and support the deployment of buoys for the IPAB. The tasks of IABP coordination and data management are discussed briefly, below, and detailed in the operating principles of the IABP (http://iabp.apl.washington.edu/Principles.htm). Task Definition The PSC/APL/UW will: 1. Arrange for the purchase and deployment (air drop) of five Metocean Ice Beacons buoys and ancillary equipment. This also includes upgrades to drifters, satellite services, shipping, and logistics support during deployment. 2. Maintain a well spaced network of automatic data buoys to monitor air, sea, ice conditions throughout the Arctic and Southern oceans to support operational forecasts. Improve buoy spacing from 500km to 250km and support collocation of buoys with different sensors. 3. Analyze and produce a quality database containing gridded fields of sea level pressure, surface air temperature, and ice motion, which is extensively used by NIC and the larger climate community to: 1) study global climate and climate change; 2) validate satellite retrievals of environmental variables; 3) force, validate and initialize numerical models. 4. Maintain quality database of ice motion and surface meteorological data, and submit data base through the World Data Centre-A (Glaciology) to World Data Centre-B (Sea-Ice) and the RNODC/DB. 5. Monitor and receive appropriate Argos and non-Argos data from the buoy network and prepare a monthly status report of buoys; 6. Ensure timely posting of quality-controlled data from all Arctic and Antarctic buoys on the Global Telecommunications System (GTS) for operational weather and ice forecasting. 7. Stay informed of the activities of non-Argos buoy programs and other field operations and to make those data available, as possible; and maintain contact with managers of individual buoy programs in the Arctic and Southern oceans. Consolidate data when available from other cooperating buoy programs. 8. Develop a deployment strategy to maintain an optimum buoy network in the Arctic and Antarctic. Provide the Technical Coordinator of the Data Buoy Cooperation Panel with deployment information. Identify and coordinate opportunities for buoy deployment. Coordinate deployments of ice buoys with the annual air deployment provided by the Naval Oceanographic Office. 9. Keep abreast of new technical aspects of buoy deployment and maintain contact with the Technical Coordinator of the Data Buoy Cooperation Panel to ensure that the proper quality control of arctic data is maintained; 10. Prepare and distribute an annual data reports. 11. Prepare an annual summary of resources committed to the Program. 12. Developing initial algorithm to detect and track Antarctic sea ice using satellite scatterometer data. Reports The IABP Coordinator at UW will provide monthly reports to the National Ice Center Technical POC. In addition, invoicing will occur monthly. There is on annual data report required along with a summary of resources committed to the IABP. Facilities and Equipment Performance of the SOW requires that IABP management be performed at the Polar Science Center, Applied Physics Laboratory, University of Washington, Seattle, Washington. Buoy deployment, purchase, and development will occur at differing locations as arranged by the IABP and IPAB coordinators. Equipment and facilities are maintained by the University of Washington.
