- RECOVERY ACT- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER PUBLIC LAW 109-461 SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) SET-ASIDE. CONSTRUCTION PROJECT NO ™s. R644-09-107 (Electrical Infrastructure upgrade Phase 3) and R644-10-103 (Backup Power upgrade Phase 3). The Phoenix VA Healthcare System (PVAHCS), Phoenix, Arizona, intends to issue a solicitation on or about March 22, 2010 requesting sealed bids in accordance with FAR Part 14(SEALED BIDDING) and FAR Part 36 (CONSTRUCTION) and shall remain open for approximately 45 days. Performance Period is 500 days after issuance of the Notice to Proceed. The Contractor shall provide a Firm Fixed Price bid for work listed below. Work includes, but is not limited to: A. Project number R644-09-107, Electrical Infrastructure Phase 3: Scope of work shall include partial demolition of an existing building, construction of a new building, relocation of underground utility lines, installation of new underground utility lines, installation of a new generator, and installation of an underground fuel storage tank. B.Project number R644-10-103, Backup Power Phase 3: Scope of work shall include but is not limited to the design of an emergency management control system (EMCS) located in building 2, boiler plant. New automatic transfer switches, and re-feed of existing essential energy system (EES), loads. Providing load shed relays in all priority 2 automatic transfer switches, and ensuring generator start/stop relays exist or are provided for in priority 1 and 2 transfer switches. An evaluation and study for segregation of existing EES loads into distinct life safety, critical and equipment branches. C.Project number R644-10-102, Electrical Infrastructure Phase 4: Scope of work shall include but is not limited to all Architectural and Electrical work for the installation of Bus Duct B and removal of existing Bus Duct, re-feeding existing panels from new bus duct, installation of electrical meters and relabeling of existing electrical panels. Demolition of existing walls and doors and creation of new floor openings and construction of new walls and doors to create an electrical room containing the new bus duct. D. The solicitation documents including all specifications and drawings will be issued on or about March 22, 2010 and will be posted on the Federal Business Opportunities website. This date is subject to change. Hard copy documents including drawing will not be available “ all documents for bidding purposes will be posted at the website for download. Site visit information will be provided upon issuance of solicitation. Only one site visit is planned. Bids will be due 45 days after issuance of solicitation. This notice is for informational purposes only and is not a request for submission of offers. No other information is available until issuance of the solicitation. No bidder list is maintained. All potential bidders should register with Federal Business Opportunities if interested in this acquisition. E. All bidders shall be registered and verified in the www.ccr.gov, www.vetbiz.gov, and https://orca.bpn.gov/ websites. This procurement is 100% set aside for Service-Disabled, Veteran-Owned, Small Business (SDVOSB). The NAICS Code is 238210. The associated size standard for this procurement is $14.0 million. Project Magnitude: Between $2,000,000 and $5,000,000. A site visit will be scheduled and the date is TBD and will be provided upon issuance of the solicitation. Only one site visit is planned. The site visit is mandatory.
