Description
This is a combined synopsis/solicitation by the National Oceanic and Atmospherice Administration (NOAA for the purchase of various ammunitions in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement for the Department of Commerce(DOC), Bureau of Industry Security (BIS), Office of Export Enforcement(OEE). The Department of Commerce (DOC), Bureau of Industry & Security (BIS), Office of Export Enforcement (OEE) is the sole law enforcement organization within the DOC responsible for the investigation and enforcement of US export regulations as it pertains to the Export Administration Regulations (EAR). Based on its law enforcement mission, the OEE has an immediate need for.357 SIG duty ammunition. The OEE's current duty round is the Speer GoldDot, 125 grain, GDHP, part number 53918. To maintain the continual integrity of the OEE's firearms program, the Agency must continue to utilize this specific round. The OEE's current need is for 50 cases (1000 rounds per case) to be distributed to the OEE's various field offices (8) throughout the continental United States. Offers should include shipping and handling charges. This constitutes the only Request for Quote (RFQ) that will be issued and a separate RFQ will not be issued. All responsible sources are encouraged to submit a quote. Quotes shall be submitted to Ronald Banzon, NOAA/AGO/NCAD/ECAB SSMC1V Station 7437, Silver Spring, MD 20910 or emailed to: ronald.banzon@noaa.gov by 10:00 am Local Time, on Friday, July 9, 2010. This is a 100% set-aside for service disabled veteran owned small business. The NAICS code for this acquisition is 332992. All supplies proposed must meet specifications identified above. All offerors must deliver within 30 days or less of order confirmation. Delivery timeframes should be included in your quote. Quotes/offers must be valid for a minimum of 30 days. SUBMITTALS: All quotes submitted shall include an itemized list of identified supplies with detailed description and manufacturer. CONTRACT CLAUSES:This notice hereby issued as RFQ EX340600-10-15133. This RFQ will be conducted as a commercial item acquisition in accordance with FAR Part 12. The following provisions and clauses are incorporated and in effect through Federal Acquisition Circular (FAC) 2005-26. The FAR clauses and provisions are incorporated into this acquisition shall be: 52.212-1 Instructions to Offerors - Commercial Items; 52.212-3 Offeror Representations and Certifications - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, which incorporates the following Clauses: 52.211-6 Brand Name or Equal; 52.219-6 Notice of Total Small Business Set-Aside; 52.222-3 Convict Labor; 52.222-26 Equal Opportunity; 52.225-1 Buy American Act-Supplies; 52.225-13 Restrictions on Certain Foreign Purchases; 52.232-33 Payment by Electronic Funds Transfer - Central Contractor Registraiton. FAR clauses are available on the Internet Website http:www.arnet.gov/far. NOAA requires that all contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR).
